										<content:encoded><![CDATA[<p>Purses for maiden special weight (MSW) races are projected to remain unchanged for the third straight spring at both Keeneland Race Course and Churchill Downs.</p>
<p>Track executives disclosed the pre-condition book figures during the Feb. 1 Kentucky Thoroughbred Development Fund (KTDF) advisory board meeting.</p>
<p>Keeneland expects to write $100,000 MSW races for 3-year-olds and older horses, with 2-year-olds competing for $80,000, according to Gatewood Bell, Keeneland's vice president of racing.</p>
<p>Continuing a condition that Keeneland tried last fall, Bell added that there will also be four maiden-auction races written for $70,000, one for each sex going both short and long.</p>
<p>Back during Keeneland's 2021 spring meet, the comparable MSW purse levels were $79,000 and $60,000 for older and juvenile races, respectively.</p>
<p>Keeneland's $100,000 and $80,000 levels have been in effect since 2022.</p>
<p>Churchill's MSW races for older horses will remain at the $120,000 purse level this spring, according to Ben Huffman, the track's vice president of racing. He did not state an amount for 2-year-old races.</p>
<p>In the spring of 2021, Churchill carded two levels of MSW money. For the lead-in week to the GI Kentucky Derby, the purses were $115,000. After that, MSW races were written for $100,000.</p>
<p>In 2022, Churchill's MSW purses for older horses got raised to $120,000 for the spring meet.</p>
<p>The purse levels stayed that way in 2023, even after Churchill's corporate ownership opted to move the remainder of the meet to another Kentucky track in its portfolio, Ellis Park, in the aftermath of 12 equine fatalities that occurred in the first six weeks of the Churchill season.</p>
<p>Bill Landes III, the chairman of the KTDF advisory committee, who represents the Kentucky Thoroughbred Owners and Breeders (KTOB) association on the KTDF board, briefly addressed both Keeneland and Churchill about potentially increasing those MSW purse levels in the future.</p>
<p>&#8220;If things come good for you, we would be amenable to any hike or anything you could afford us,&#8221; Landes said.</p>
<p>Braxton Lynch, who also represents the KTOB on the KTDF board, suggested that any available purse money would be better spent on upping the amounts carded for allowance races.</p>
<p>&#8220;As much as Bill likes to focus on the MSW numbers, [and] I think we're really lucky to be where we are on the MSW numbers, if we ever got a chance [to] put [a purse] increase somewhere, I'd love to see a bigger gap between MSW and allowance, with allowances going a little higher. They become so much harder to win that I think there should be a little more reward there.&#8221;</p>
<p>KTDF board member Rick Hiles, who serves as the president of the Kentucky Horsemen's Benevolent &amp; Protection Association, agreed with Lynch.</p>
<p>&#8220;I've been saying for years there should be a bigger gap between maidens and the non-winners of two or 'a-other-than' [allowance conditions].&#8221;</p>
<p>The KTDF is funded by three-quarters of 1% of all money wagered in the state on both live Thoroughbred races and historical horse race gaming, plus 1% of all money wagered on Thoroughbred races via inter-track wagering and whole-card simulcasting.</p>
<p>On Thursday the KTDF advisory committee approved the recommendation of allotment requests that the Churchill and Keeneland purse estimates were based on, but the full Kentucky Horse Racing Commission still has to vote on final approval of the funding.</p>

										<content:encoded><![CDATA[<p>Michael Blowen had no money, no farm, no horses and no backers. But he did have an idea. He wanted to open a farm that would be a sanctuary for some of the sport's biggest names who were either gelded or no longer being used as sires or broodmares. Somehow moving mountains, he pulled it off and his Old Friends Farm became home to hundreds of Thoroughbreds and a popular tourist attraction.</p>
<p>But now he has decided to retire, 20 years after he opened Old Friends, and turn the reins over to John Nicholson. On this week's <em>TDN</em> Writers' Room podcast presented by <a href="https://keeneland.com/">Keeneland</a>, Blowen discussed why he is retiring and some of his fondest memories from a job he instantly loved.</p>
<p>&#8220;When you get a certain age and you can see the finish line, you know,&#8221; Blowen said. &#8220;It's like you're turning for home and you go, 'Oh, there's a finish line.' So you better figure out what's going to be happening or what you can do to make everything a little better. And so I started looking for somebody a couple of years ago to take over, and I could never find the right person. Then I ran into John Nicholson. And I would probably still be doing this if I hadn't run into John, because John was the perfect person. I thought, 'boy, oh boy, if he'll do this, it would be great'. People who know John know that he ran Kentucky Horse Park for a long time. He loves the horses.&#8221;</p>
<p>His favorite horse? Silver Charm.</p>
<p>&#8220;It's hard for me to explain it in one way, because it's hard to explain why you fall in love with somebody,&#8221; Blowen said. &#8220;No matter who or what you fall in love with your life is going to change. When Sandy Hatfield called me in November of 2015 and said, how would you like an old gray stallion at your farm, I freaked out. The only problem was I couldn't tell anybody. They're supposed to keep it a secret. And then I did keep it a secret, which is probably the only secret I ever kept in my life. But I kept that one. And when he got here on Dec. 1, 2015 that was the greatest day of my life. I didn't even know him, because the first time I ever laid eyes on him in person is when he got off the trailer on that day, but I know I was totally enthralled.'</p>
<p>Though retiring, Blowen plans to spend plenty of time at Old Friends.</p>
<p>&#8220;You'll have to drag me out of here,&#8221; he said. &#8220;I told my wife, when I die, the house where we live in, we have a great house here, and the back backyard is one of the two places where we have cemeteries. I told my wife, when I die, get me cremated, throw my ashes out the back. Just don't put my lifetime earnings on the side.</p>
<p>This week's look at a Coolmore sire focused on <a href="https://coolmore.com/stallions/jack-christopher">Jack Christopher</a> (<a href="https://coolmore.com/farms/america/stallions/munnings" class="horse-link">Munnings</a>). He won three Grade I races and was five-for-five around one turn. He was such a special specimen that Zoe Cadman never forgot her impressions of him when she saw him at Saratoga before he ever raced, noting that he was so perfectly put together that she knew he would be a star.</p>

Jost is the father of Carson Jost, who, like Cody Dorman, suffers from Wolf-Hirschhorn Syndrome. Jost, a classmate of Terry Finley at West Point, went in with his syndicate on Carson's Run&#8211;named in his son's honor. All agreed that it was Jost who made the podcast so memorable and the team decided it will gift the Eclipse Award trophy to the family.</p>
<p>The team also touched on the big shakeup in Maryland, where a new entity, the Maryland Thoroughbred Operating Authority, which will be similar to NYRA, is set to take over the operation of Maryland tracks and, finally, will rebuild Pimlico. That will also mean that the GI Preakness S. will be run at Laurel in 2025, 2026 and 2027. The group also examined the 2024 economic indicators for racing, which included a 3.7% decline in total handle and a small decrease in purses.</p>

										<content:encoded><![CDATA[<p>Just a few days removed from his 70th birthday, Pat Day joined the <em>TDN </em>Writers' Room podcast presented by <a href="https://keeneland.com/">Keeneland</a> to talk his career, what he's been up to since retiring in 2005 and, most of all, the Breeders' Cup. Day rode Wild Again to victory in the inaugural GI Breeders' Cup Classic in 1984 and it was an historic win that helped turn the future Hall of Famer into one of the biggest stars in the sport. Day was this week's <a href="https://www.greenco.com/">Green Group</a> Guest of the Week.</p>
<p>&#8220;What that race meant for my career was monumental,&#8221; Day said. &#8220;First of all, let me back up. In January of 84, that was when I came to Christ. I was a stone alcoholic and a drug addict and was still highly successful in the midst of that. On January 27th of 1984, I accepted Christ into my life and got set free from that addictive lifestyle. I recognized that God had blessed me with tremendous talent and ability and opportunities and I started treating that with the respect that it deserved. Subsequently, I had an incredible year capped by the victory with Wild Again in the inaugural Breeders' Cup. That helped secure my first of four Eclipse Awards. I don't know that you could put a price on just what that did for my career. It was tremendous and catapulted me to the next level. I started getting opportunities after that to participate in the major races all over the country and to ride some of the top choices in those races.</p>
<p>If the Wild Again win was Day's top Breeders' Cup moment, his loss to Sunday Silence aboard Easy Goer in the 1989 Classic was surely his worst.</p>
<p>&#8220;When they came off the turn, Easy Goer was slow to change leads,&#8221; Day said. &#8220;He finally did. When he did, he caught on and accelerated, but obviously it was too little, too late. There was just so much hanging in the balance. The Eclipse Award for top 3-year-old. Horse of the Year. There were some tremendous accolades that hung in the balance. That Breeders' Cup was hard and the second hardest pill to swallow with him would have been the Preakness. I think I rode a horrible race and I think that I cost him the race in the Preakness. Easy Goer was a great horse. The best I ever rode. I know the record doesn't reflect it but I still think he was better than Sunday Silence.&#8221;</p>
<p>Who was his toughest opponent?</p>
<p>&#8220;Day in and day out, the smartest, strongest rider I rode against on a regular basis was Jerry Bailey,&#8221; Day said. &#8220;He would draw up a game plan and he was able to implement that game plan just about every time.&#8221;</p>
<p>Who was the most competitive rider he ever went up against?</p>
<p>&#8220;With that subject, Angel Cordero's name always comes up,&#8221; he said. &#8220;We would laughingly say he could ride two or three horses in a race. Angel, I love you, man. He was an astute handicapper. And if he handicapped the race and he felt that you had the horse to beat, he was going to beat you. He felt like if he beat you he would win the race. He was very competitive.&#8221;</p>

The team agreed that Dettori, who has been riding in top form this year, deserved at least one more year. Finley predicted he might decide to keep riding for two or three more years. They also reviewed last week's action which included a win by European shipper <strong>Mawj (Ire)</strong> (Exceed and Excel {Aus}) in the GI Queen Elizabeth Challenge Cup S. at Keeneland and the ultra-impressive win by <strong>City of Troy</strong> (<a href="https://coolmore.com/farms/america/stallions/justify" class="horse-link">Justify</a>) in the G1 Dewhurst S. at Newmarket.</p>

<p>Summer Wind Equine was awarded a bronze mare and foal as the breeder of <a href="https://lanesend.com/flightline" class="horse-link">Flightline</a> (<a href="https://gainesway.com/stallions/tapit/" class="horse-link">Tapit</a>), who was crowned Champion Kentucky-Bred Horse of the Year and Champion Kentucky-Bred Older Dirt Male.</p>

										<content:encoded><![CDATA[<p>Owner, breeder, humanitarian, and philanthropist Earle Mack was bestowed with the William T. Young Humanitarian Award by the Kentucky Thoroughbred Owners and Breeders (KTOB) Wednesday morning. The former U.S. Ambassador, who has been breeding and racing Thoroughbreds for nearly six decades and has had 25 black-type winners, including Canadian Triple Crown winner Peteski (Affirmed) and U.S. MGISW November Snow (Storm Cat), is well known for his humanitarian work, both in the industry and in the greater world. A long-time supporter of numerous equine charities and a strong proponent of Thoroughbred aftercare, Mack also founded the Man O' War Project, which <a href="https://look.thoroughbreddailynews.com/men-and-women-of-war-find-solace-in-macks-program/?_ga=2.128383244.1458644055.1650289989">studies and uses equine-assisted therapy for veterans suffering from PTSD</a>. Last month, he <a href="https://www.thoroughbreddailynews.com/mack-brant-return-from-humanitarian-mission-on-ukraine-border/">led a delegation to help Ukranian refugees </a>on the border with Hungary.</p>
<p>The William T. Young Humanitarian Award was established by the KTOB in 2003 and honors a person who positively affects people in the Thoroughbred industry, as well as throughout the Commonwealth of Kentucky. It is voted on by the KTOB's Board of Directors and recognizes someone associated with the racing industry who &#8220;promotes the human endeavor,&#8221; according to KTOB's website.</p>
<p>In his acceptance speech, Mack commented on the Horseracing Integrity and Safety Act (HISA), called for an industry change from dirt to cushion surfaces, and stressed the need to protect racehorses.</p>
<p>&#8220;I would like to comment on the state of our industry and our continued mission to address the health, safety, and welfare of our beloved Thoroughbreds,&#8221; said Mack. &#8220;Everyone in this room prizes and loves the Thoroughbreds for their hearts, their athleticism, and their beautiful extensions, which touch our very souls. Let's protect them for all they give to us and all they mean to us. Recently we've made enormous strides towards ensuring the integrity of our industry through the passage of HISA. It took almost 10 years&#8211;from conception to passage&#8211;which, as you all know, was a major undertaking. But even with the safeguard of HISA, there is more work to be done to satisfy public opinion, our industry, and ourselves that we are doing everything possible to ensure the health, safety, and welfare of our equine athletes.</p>
<p>&#8220;It's no secret that organizations like PETA and other animal welfare groups would like nothing better than to shut down horseracing as a sport and they've come damn close in California! These groups are fueled by injuries, breakdowns, and mortalities at our racetracks. Knowing this, we need to do everything we can to have the safest racing surfaces in the world. I would like to put forth the bold and necessary challenge to our industry to transition our dirt surfaces to cushion surfaces within the next 7-10 years. We have the technology and the brightest minds in the business to accomplish this.</p>
<p>&#8220;Such a measure would cut racetrack injuries in half and could very well ensure our future and our long-term sustainability.&#8221;</p>
<p>Mack is an Army veteran who, in addition to his racing and military achievements, has a long list of accomplishments in business, government, and the arts. He has long advocated for the safety and wellness of Thoroughbreds. In February, Mack was <a href="https://www.thoroughbreddailynews.com/mack-to-receive-eclipse-award-of-merit/">awarded the Eclipse Award of Merit</a> in recognition for a lifetime of outstanding achievement.</p>

Cocktails will start at 6 p.m. with dinner service beginning at 6:45 p.m.</p>

										<content:encoded><![CDATA[<p>Turfway Park, currently in the midst of being demolished and rebuilt under new corporate ownership, is projecting 2,400 applications for 900 stalls for the upcoming 52-date combined holiday, winter, and spring meets that will open Dec. 2.</p>
<p>But even though a larger-than-usual number of Kentucky racing outfits are expected to remain at Turfway for the winter instead of shipping out to warmer-climate race meets, track officials told members of the Kentucky Thoroughbred Development Fund (KTDF) advisory committee during an Oct. 6 video meeting that purse expectations should be tempered because of decreased earnings projections, the COVID-19 pandemic, and ongoing construction work that will leave the facility without a grandstand for the entirety of its winter/spring racing season that runs through March.</p>
<p>It was one year ago this week that Churchill Downs, Inc. (CDI), announced its agreement to buy Turfway and invest $200 million in acquisitions and reconstruction costs that include a new Tapeta synthetic racing surface, a new grandstand and clubhouse, and an off-site wagering facility 12 miles to the northeast in Newport that will house simulcasting and historical horse racing (HHR) gaming machines.</p>
<p>Tom Minneci, the senior director of finance at CDI, told the KTDF board Tuesday that &#8220;we&#8217;re trying to get as close as we can to what we offered last year&#8221; in daily average purses at Turfway.</p>
<p>That would put the baseline maiden special weight purses in the ballpark of $46,000-$48,000 per race.</p>
<p>But Bill Landes III, the chairman of the KTDF advisory committee, who represents the Kentucky Thoroughbred Owners and Breeders Association (KTOB) on the board, cautioned to journalists reporting on the meeting that &#8220;I don&#8217;t know how actively I would report on that number&#8221; until more precise financial figures and a condition book are provided by CDI and Turfway officials.</p>
<p>J. David Richardson, who also represents the KTOB on the KTDF advisory committee, noted that &#8220;if you just listen to the rumble&#8230;there&#8217;s a big feeling that this is going to be a lot different than last year,&#8221; with numerous outfits making plans to stay in Kentucky for the winter.</p>
<p>But, Richardson added, &#8220;I think there are some people whose expectations may be a little out of line with reality&#8221; considering all of the unknowns in the purse equation.</p>
<p>Minneci explained that &#8220;We are projecting lower earnings this year because of the funding [that Turfway received] last year from [CDI-owned] Derby City Gaming. But we will get funding from the new facility there in Newport. So the projected daily earnings are just under $41,000. Last year, with the funding from Derby City Gaming, the daily earnings were just north of $64,000.&#8221;</p>
<p>Turfway&#8217;s current balance of KTDF funding is zero, Minneci said. The track requested between $1.9 and $2.4 million from the KTDF, and the board unanimously approved that request to be recommended to the full Kentucky Horse Racing Commission (KHRC) for final approval at its Oct. 20 meeting.</p>
<p>The KTDF is funded by three-quarters of 1% of all money wagered on both live Thoroughbred races and HHR gaming, plus 2% of all money wagered on Thoroughbred races via inter-track wagering and whole-card simulcasting.</p>
<p>The KTDF board on Tuesday did not address last week&#8217;s Kentucky State Supreme Court opinion regarding the apparent illegality of HHR that got remanded back to a lower court. HHR in Kentucky raked in $2.2 billion in revenues during the most recent fiscal year, and that form of gaming contributes tens of millions of dollars annually to purses.</p>
<p>Nevertheless, Turfway general manager Chip Bach said his track is forging ahead with plans for the upcoming racing season. He outlined the timing of operations and disclosed a few tweaks that are in the pipeline to try and improve both the product and the amenities.</p>
<p>Turfway&#8217;s stabling opens Nov. 1, with training starting Nov. 3. The December &#8220;holiday&#8221; meet will consist of 13 programs, and Bach said Turfway has a request pending with the KHRC to switch its schedule from night racing on Wednesdays-Saturdays to nights on just Thursdays and Fridays and afternoons on Saturdays and Sundays.</p>
<p>The 39-date 2021 winter/spring meet picks up in January and will run through March (dates to be approved).</p>
<p>&#8220;Obviously, we will not have a grandstand,&#8221; Bach said. &#8220;We will have space for wagering&#8230;for the owners and trainers that come to see their horses run. But we will not have any public space available. And at the present we&#8217;re working on those temporary structures and systems to conduct a live race meet, [like] judges&#8217; booths [and] photo-finish&#8221; facilities.</p>
<p>Bach added that, &#8220;We will be open at Newport Racing and Gaming, so we will have a [place to generate the] live handle&#8221; that helps to fund the KTDF.</p>
<p>&#8220;The Tapeta is in and ready to go,&#8221; Bach said. &#8220;There are a couple of things our maintenance team has to do in terms of turning it over every couple of weeks, but it&#8217;s ready to go right now. It&#8217;s beautiful. We&#8217;re excited. The Polytrack, of course, was worn out, and we&#8217;re really excited to see how this performs.&#8221;</p>
<p>Turfway, despite its name, has never had a turf course. But it CDI has designed plans to add an inner, seven-furlong dirt track at a later date if the gaming corporation wants to.</p>
<p>&#8220;As the new facility is being built, we are taking into consideration the ability to put a dirt track on the inside [of the Tapeta track],&#8221; Bach said. &#8220;I do not believe that is being contemplated for the first full year that we are open, but we will have the ability to create that dirt track. The lighting and all the electrical work is being designed to not only support the Tapeta one-mile track, but also a seven-eighths dirt track should we move forward with it.&#8221;</p>
<p>Marty Maline, the executive director of the Kentucky Horsemen&#8217;s Benevolent and Protective Association, said most outfits are looking forward to wintering at Turfway, although he added that some long-time stables from Ohio that have traditionally supported winter racing in Kentucky could be out of luck in terms of getting stalls.</p>
<p>&#8220;There&#8217;s a lot of excitement, A lot of people are deciding either to keep a string here or [stay] exclusively here,&#8221; Maline said. &#8220;I know some of those Belterra guys who have been there through thick and thin will probably be jettisoned off, I would imagine, because there are some very strong outfits that are contemplating staying all winter.&#8221;</p>
<p>Also at Tuesday&#8217;s KTDF board meeting, Minneci told the board that Churchill Downs is &#8220;hoping to have spectators here at the track, depending what happens with COVID-19 and positivity rates&#8221; during its 24-date, Oct. 25-Nov. 29 meet.</p>
<p>Ben Huffman, the director of racing at Churchill, said &#8220;I&#8217;m really close to finalizing the condition book, probably by [Tuesday] evening or [Wednesday]. We&#8217;re trying to get the MSW [purses] here for the fall meet somewhere between $80,000 and $85,000.&#8221;</p>
<p>The board unanimously approved $3 to $3.5 million in KTDF funding for Churchill&#8217;s fall meet, pending the subsequent finalization by the KHRC.</p>

										<content:encoded><![CDATA[<p>Projected autumn purse levels for maiden special weight races on the Kentucky circuit were revealed during a video meeting of the Kentucky Thoroughbred Development Fund (KTDF) advisory committee on Tuesday.</p>
<p>Ben Huffman, director of racing at Churchill Downs, said, &#8220;We&#8217;re going to have two [MSW] purses. We&#8217;re going to supercharge [GI Kentucky] Derby week, like we&#8217;ve been doing. And that maiden purse Derby week is going to be $97,000. The remaining nine days are going to be $75,000.&#8221;</p>
<p>Churchill had closed out its spring/summer season at the $79,000 level for MSW races.</p>
<p>The MSW races for the 17-day Keeneland Race Course meet will be $70,000, the same level as the July mini-meet.</p>
<p>Bob Elliston, Keeneland&#8217;s vice president of racing, said that his track will &#8220;basically give away the same amount of money this fall as we did last fall&#8221; in terms of overall purses.</p>
<p>&#8220;As we sit today, there will be limited participation of owners or fans on-track, so at this hour we are not projecting significant daily earnings from on-track wagers. We hope that changes,&#8221; Elliston added.</p>
<p>Both tracks had their requests approved unanimously for KTDF funding, which means a recommendation from the advisory committee to release that money will be forwarded to the full Kentucky Horse Racing Commission board for final voting at its next meeting.</p>
<p>Kentucky Downs MSW purse levels were not discussed on Tuesday because the track had already requested funding for its September season back in June. At that time, a track official said the MSW level projected to be $90,000.</p>
<p>The KTDF is funded by three-quarters of 1% of all money wagered on both live Thoroughbred races and historical horse race (HHR) gaming, plus 2% of all money wagered on Thoroughbred races via inter-track wagering and whole-card simulcasting.</p>
<p>Because of the COVID-19 pandemic that shut down racing, the KTDF was not able to generate revenue via (HHR) gaming and on-track wagering between March and June. It has since been able to recoup some funding with the limited reopening of HHR.</p>
<p>&#8220;To give you a sense of how fragile this is&#8230;had the governor not taken the act that he did to permit historical racing to comeback online, for us it may be $200,000 to $300,000 a month in KTDF funds that wouldn&#8217;t be earned. So God forbid if we have a continuation of a problem or an escalation of a problem where we had to rescind the activity. It could really encroach upon the numbers that we had,&#8221; Elliston said.</p>
<p>Bill Landes III, the chairman of the fund&#8217;s advisory committee, who represents the Kentucky Thoroughbred Owners and Breeders Association (KTOB), echoed that sentiment. &#8220;Our situation, as everybody knows, is in flux,&#8221; he said.</p>
