Foley is the younger son of veteran trainer Greg Foley and the grandson of the late owner-trainer-breeder Dravo Foley. He graduated from Bellarmine University with a degree in business management and from the University of Louisville's Brandeis School of Law with his Juris Doctor.

“He was interviewed by our search committee, and they were impressed by him and his credentials,” said Kentucky HBPA President Rick Hiles. “He's a young man, he's got a history in racing from his dad and grandpa. He knows everybody on the backside. He has a law degree. We thought he could get in that position and have some longevity.”

Foley has served as an assistant to his father, and his brother Travis is also an assistant trainer to their father. Their aunt Vickie Foley is also a trainer.

“The horse-racing industry and my legal background, I've always wanted to do both but didn't have the avenue,” Foley said. “This job provides that. The connections I have on the backside–whether it's horse trainers, gallop boys, assistants–I've known so many people that it was a perfect fit and something I'm passionate about.”

The mount fee schedule calls for a minimum fee of $125 at all Kentucky racetracks, including Churchill Downs, Keeneland, Ellis Park, Kentucky Downs and Turfway Park. This agreement also provides for $500 minimum fee in races with purses of $1 million or more.

“On behalf of our members who ride in Kentucky, I would like to thank the Kentucky HBPA and the Kentucky Thoroughbred Association for working with the Guild to reach this agreement,” said Terry Meyocks, President and CEO of Jockeys' Guild. “Special thanks to Senator Damon Thayer, for his assistance in reaching this agreement. Without his support, it would not have been accomplished.”

The Kentucky Horse Racing Commission's Rules Committee passed Oct. 4 a unanimous motion recommending this scale to the full commission for consideration and anticipated approval. Once approved, the proposed amendment to the administrative regulation will be filed with the Legislative Research Commission to follow the rule making process and allow for written and public comment. The agreements with the Kentucky HBPA and the KTA will remain in effect until the regulation has been formally adopted, which will likely be next year.

“I was pleased to advocate for a pay increase for the jockeys,” said Sen. Damon Thayer, Majority Leader of the Kentucky Senate. “Those who risk their lives every day at our tracks should be paid a fee commensurate with Kentucky's position of having the top purses in North America. In particular, I would like to thank trainer Dale Romans as a leader in the KHBPA, for facilitating in reaching the agreement and to Commissioner Charlie O'Connor for his role at the Commission in moving forward with the adoption of the new regulation.”

In addition to other roles, Jones spent more than 30 years as the owners' vice president of the Kentucky Horsemen's Benevolent and Protective Association (HBPA), where he was instrumental in negotiating contracts for owners and trainers with racetracks. He was also chair of the Kentucky HBPA's finance committee and a legislative liaison. He was vice chair of the Kentucky Horse Racing Commission (KHRC), first appointed in 1997 by Gov. Paul Patton, reappointed in 2008 by Gov. Steve Beshear, and appointed again in 2020 by Gov. Andy Beshear. Jones was also a long-time board member and secretary of the Kentucky Racing Health & Welfare Fund, which provides health resources and financial assistance to the Commonwealth's backstretch workers.

Jones was also president of the Kentucky Thoroughbred Owners in 1998-1999 and was a member of the American Horse Council, Thoroughbred Owners and Breeders Association, and the Kentucky Thoroughbred Association. Last October he was selected as a member of the Horseracing Integrity & Safety Authority (HISA)'s Horsemen's Advisory Group. He was honored with the Warner Jones Award, which recognizes individuals for outstanding contributions to Kentucky racing, in 2019.

“The Kentucky horse racing and breeding industry wouldn't be in the strong position it is in today without the passion, commitment, and leadership of Frank Jones, Jr.,” said Churchill Downs CEO Bill Carstanjen. “From his meaningful contribution to the Kentucky HBPA to his impact on the Kentucky Horse Racing Commission and as past president of the Kentucky Thoroughbred Owners, our sport and community lost a dear friend and tremendous advocate, and we at Churchill Downs lost a valued partner. He will be greatly missed, and our thoughts are with his family and countless number of friends and colleagues during this difficult time.”

Born in Louisville in 1937, Jones attended Western Kentucky University and spent time in the U.S. Air Force. A variety of savvy business dealings, including in swimming pool equipment and supplies, led to him being nominated as an Ernst & Young Entrepreneur of the Year in 1989 and 1990. However, it was a chance encounter with trainer Jerry Romans, Sr. that led to his decades in the horse industry. He bought his first horse in 1968 for $1,500 and exclusively used Romans and his son, Dale, as trainers. He was leading owner at the spring meets at Churchill Downs in 1989, 1990, 1992, and 1995. The star of his stable was Tapitsfly (Tapit), who won the inaugural Breeders' Cup Juvenile Fillies Turf, as well as the GI Just a Game S. and GI First Lady S. Jones sold the filly in 2012 at the Fasig-Tipton Kentucky November sale for $1.85 million to Katsumi Yoshida.

A number of industry leaders released statements as news spread of Jones's passing Thursday. Among them were KHRC Chairman Jonathan Rabinowitz, who said, “The passing of Frank Jones is a huge loss for not only his family and friends, but the entire horse racing industry. As a valuable member and vice-chairman of the KHRC Commission and secretary of the Kentucky Racing Health and Welfare Fund, he used his voice to elevate other horsemen, serving and providing guidance to backstretch workers who cannot afford medical assistance on their own. We have all lost a great friend who will be dearly missed.”

Jones is survived by his wife, Nancy Delony Jones, to whom he has been married four years. His first wife, Gloria Jones, passed away after 58 years of marriage. Arrangements are pending.

The fund is assisting those impacted by the devastating tornadoes that ripped through eight southwestern Kentucky counties Dec. 11-12, killing at least 77 people and demolishing entire towns.

KHBPA Vice President Frank L. Jones Jr. said that while there are numerous worthy fund-raising campaigns and programs doing great work, the HBPA board felt the organization's contribution would reach the farthest through the state's fund.

“The Governor and First Lady's initiatives give everybody an avenue to go forward with contributions that will be put to the best use throughout the region, with 100 percent of donations going to assist our fellow Kentuckians,” Jones said. “That includes the many affected children and teenagers, who have a real champion in First Lady Britainy Beshear, including her overwhelmingly successful toy drive.

“Our Kentucky HBPA members are proud to be even a small part of the relief and recovery efforts.”

Kentucky HBPA board member Buff Bradley spent Wednesday in Bremen in Muhlenberg County helping a cattle farmer cut trees off the damaged fencing so it could be replaced and clearing the considerable debris from hay fields. Bremen (2020 census population 172) suffered 11 deaths, including a 5-month-old baby.

“You get there and everything is so devastating and so sad,” said Bradley, who joined the work team assembled by his longtime friend, Franklin County extension agent Keenan Bishop. “Every time you drive a few feet farther, you think, 'How did anybody live there?' It was so touching and sad. But it kind of restored my faith in humanity. My buddy counted 11 vehicles that came by to offer us food and drinks; they were just driving up and down these rural roads. The sheriff stopped by. It was Democrats and Republicans; everybody came together. Two different guys stopped and said, 'Can we help?' They started sawing and helping us drag that stuff off the fence. They didn't even know who they were helping.

“The farmer probably was in his mid 30s or 40. He just had his head down — his whole livelihood was out there. When we left, he had his head a little higher. Pictures don't do it justice, and you're thankful you could help. You'd see a family out in front of their house, and they have a wagon with all their belongings in it. When you see how much everybody is doing, it's pretty cool: some good out of all the bad that happened. My buddy and I were in tears reflecting about it on the drive home.”

Hosted by horse-racing communications veterans Jennie Rees and Joe Clabes, Kentucky Racing Spotlight assumes the time slot filled much of the year by Inside Churchill Downs. The program will showcase Kentucky racing and horsemen, with one focus being Turfway Park's winter meet, while also featuring the week's major stakes nationally as well as the breeding industry and horse auctions. This week's featured handicapper is Horse Racing Nation's Ed DeRosa.

In addition to being on ESPN 680-AM/105.7 FM in Louisville, Kentucky Racing Spotlight will be streamed at espnlouisville.com, on the ESPN 680 app and the TuneIn and iHeart apps. The replay will be available on espnlouisville.com under the podcasts tab.

Regular segments will include interviews with Kentucky racing's policy-makers, the Louisville Thoroughbred Society's corporate member of the week and behind-the-scenes looks at aspects of the racing or breeding industry.

“When Jennie and Joe came to us with their vision for the show, our board knew it was a concept we wanted to embrace,” said Marty Maline, executive director of the Kentucky HBPA. “The show will help bring attention to what should be a strong meet at Turfway Park as well as keeping tabs on Kentucky horsemen who head south for the winter. One of the Kentucky HBPA's missions is to promote our horses and horsemen, and this show will do just that.”

Hiles, who has been president for 21 years with another 16 spent serving on the board, said he welcomes getting the millennials involved. Barkley (32), Casse (37) and Combs (33) join 37-year-old Foley, who was elected to a third term.

“Everything we've got we fought for,” Hiles said. “Every purse, every benefit, every program back here, the HBPA has fought for. I'm glad to see some young guys getting involved. I'm getting old, and so is [executive director] Marty [Maline]. They need to learn, because they're going to have to take this over. It's good to see some new young people coming to get involved. I'm tickled. It will be good for the organization.”

Barkley and Combs are graduates of the University of Louisville's Equine Industry Program in the College of Business. Casse is a graduate of Bellarmine University in Louisville. Barkley and Combs participated in their first meeting when the board was seated and officers elected Nov. 23.

“I was just trying to get my bearings, see how everybody goes about their business,” said Barkley, a fourth-generation horseman from the Evansville-Henderson area who began training full-time in 2017. “A lot of those guys have been there for a while. You try to take your cues from them. I want to be an advocate for the horsemen. Sometimes I feel like the big things get handled and maybe the smaller things can fall through the cracks–things we talk about on the rail, [I can] take those to the meetings.”

“I learned a ton of stuff I didn't even know existed, frankly,” said Combs, who grew up in Lexington and also has an MBA from Ole Miss. “Being on the HBPA board, you get to see the overall business side of it, as far as the money taken in, where it's going, the good causes. The health and welfare stuff they were talking about, I had no idea.”

Casse is a third-generation horseman from Louisville who began training in 2018 after 12 years as an assistant trainer for his father, Mark.

“I feel like I've got a finger on the pulse, so to speak, of what we need,” he said. “I owe horse racing everything. It's the right thing for me to do, to start giving my time and helping other people as well. It's not like I have any preconceived notions. I'm very green when it comes to this type of the thing. But I want to look out for the horsemen and the best interest of the trainer. I feel it's part of my obligation to give the time to do that.”

Keeneland and Kentucky Downs today announced an arrangement where Kentucky Downs will stage one $250,000 allowance race for 2-year-old fillies and one for 2-year-old colts and geldings restricted to horses that go through the sales ring at Keeneland's world-famous yearling auction Sept. 13-24 in Lexington, Ky. Yearlings that are sold as well as those not reaching their reserve bid will be eligible for the lucrative allowance events the following September at Kentucky Downs.

“This innovative venture between Keeneland and Kentucky Downs is a win/win, rewarding those horsemen who buy yearlings at the September Sale with lucrative racing opportunities while enhancing Kentucky's racing circuit,” Keeneland vice president of racing Gatewood Bell said. “It is an investment very much in keeping with Keeneland's mission to strengthen the sport of racing, and an example of how collaboration among racing entities benefits our industry.”

“Every meet, owners tell us after winning a race that now they have more money for the Keeneland September Yearling sale,” said Ted Nicholson, Kentucky Downs' vice president for racing. “This is just another incentive to keep those sales horses in Kentucky or to bring them back to the state to race. This should also help breeders and consignors of yearlings with turf pedigrees, giving potential owners extra reason to buy a grass horse.”

Kentucky Downs already offers the largest purses in America. To put the $250,000 purse in perspective, an entry-level allowance race for 2-year-olds at the 2021 meet carries a purse of $145,800, of which $75,600 comes from the Kentucky Thoroughbred Development Fund (KTDF).

The Keeneland sale-restricted allowance purses will not include any KTDF money, which is available only to registered Kentucky-bred horses. That means horses born anywhere will run for the entire $250,000, which is more than the purses of most stakes races.

Funding will come out of the Kentucky Downs' horsemen's purse account under an agreement with the Kentucky Horsemen's Benevolent and Protective Association, which represents owners and trainers at the commonwealth's five Thoroughbred racetracks.

“This is just another example of horsemen and racetracks working together to strengthen the entire circuit,” said Marty Maline, executive director of the Kentucky HBPA. “This also gives owners buying horses in the middle and end of Keeneland's September Sale the opportunity to compete for big bucks with a horse that might not cost a lot of money.”

Kentucky Downs' 2021 meet opened Sunday, Sept. 5 and continues on Sept. 11 and 12. The six-date session was scheduled to pay out more than $15 million in purses, including KTDF supplements.

Keeneland's September Yearling Sale is the world's most important Thoroughbred auction, offering quality yearlings at all levels of the market. Attracting buyers from across the world, Keeneland September is racing's No. 1 source of future champions and Grade 1 winners. The 2021 auction spans 11 daily sessions, beginning Monday, Sept. 13.

A total of 2,481 yearlings were sold for a collective $248,978,700 at last year's September Sale. While the sales topper fetched $2 million, the average price was $100,354 with the median being $37,000.
