										<content:encoded><![CDATA[<p>Thoroughbreds will now be recognised in the starting lists and results beginning with the 2024 Olympic Games in Paris, in an agreement announced on Tuesday.</p>
<p>Previously, retired Thoroughbred racehorses were listed as 'breeding unknown'. The agreement&#8211;which applies to dressage, show jumping, and eventing&#8211;follows discussions between the European and Mediterranean Horseracing Federation (EMHF), the World Breeding Federation for Sports Horses (WBFSH), the Federation Equestre Internationale (FEI) and the International Stud Book Committee (ISBC) and will extend also to all FEI competitions. Historically, under a Memorandum of Understanding between the FEI and the WBFSH, only member stud books of the WBFSH have been credited, as that organisation's members specifically breed horses for the Olympic disciplines.</p>
<p>Dr. Paull Khan, Secretary-General of the EMHF and a member of the Steering Group of the International Forum for the Aftercare of Racehorses (IFAR), said, &#8220;Much effort is made around the world to encourage the owners of retired racehorses to explore second careers for them. This recognition will both further the message that Thoroughbreds do go on to compete with distinction in other equestrian disciples and prompt more Thoroughbred owners to consider this retirement option for their racehorses.&#8221;</p>

										<content:encoded><![CDATA[<p>Falls during the cross-country phase of eventing competition can be dramatic, both visually and in terms of the potential for injury to both horse and rider. A Federation Equestre Internationale (FEI)-funded study sought to determine which factors increased the risk of a fall.</p>

<p>Drs. Euan Bennet and Tim Parkin of Bristol Veterinary School spearheaded the study. The duo used data from every horse-and-rider team who started in International, Championship, Olympic, or World Equestrian Games competition between January 2008 and December 2018.</p>
<p>In total, 202,771 horses competed in this timeframe, with 187,602 beginning the cross-country phase. Of these, 1.5 percent reported a fallen horse and 3.5 percent had an unseated rider.</p>
<p>The scientists reported that the following may contribute to a fall:</p>
<ul>
<li>Horses competing at higher levels</li>
<li>Horses whose previous start was more than 60 days ago</li>
<li>Horses with minimal starts at their current competition level</li>
<li>Horses competing over longer cross-country courses</li>
<li>Horses with more competition in the cross-country phase</li>
<li>Mares were at increased odds of falling compared with geldings</li>
</ul>
<p>Research into the riders showed that:</p>
<ul>
<li>Male athletes showed increased odds of experiencing a fall</li>
<li>Younger athletes were more likely to fall</li>
<li>Horse-athlete combinations who recorded a score in the dressage phase that was higher than 50 (i.e. poor performance) showed increased odds of falling during the cross-country phase</li>
<li>Less experienced athletes were more likely to fall</li>
<li>Athletes whose previous start was more than 30 days ago demonstrated increased odds of a fall</li>
<li>Athletes who did not finish their previous event, for any reason, showed increased odds of a fall</li>
</ul>

<p>Modifications to reduce the risk of injury to both horse and rider have been suggested. These include adjusting minimum eligibility requirements (MERs) to ensure horses and riders are competing at appropriate ability levels.</p>
<p>The scientists hope the FEI will utilize this research to create evidence-based eventing rules that protect horse and rider safety as well as competitiveness.</p>

Through the EquiTrace smartphone app, the entire horse care team can securely update and access each horse's GPS location and medical record in one convenient location. The app also works in conjunction with Merck Animal Health's Bio-Thermo® microchips, allowing horse care professionals to instantly read, graph and monitor a horse's temperature.</p>
<p>“This partnership is a natural extension of our commitment to delivering innovative infectious disease management solutions to support improved horse care,” said Ron McDaniel, Director of U.S. Equine Sales, Merck Animal Health. “By enabling convenient digital temperature monitoring, we're able to make life easier for busy veterinary and farm teams while providing them with tools to help efficiently identify illness and monitor disease outbreaks.”</p>

<p>EquiTrace, which can be used with individual horses or at large barns, is compatible with any microchip but must be coupled with a Bio-Thermo microchip to access the temperature-sensing functionality. Bio-Thermo microchips measure a horse's temperature within one-tenth of a degree[1] and provide access to a horse's identification. Both the EquiTrace app and Bio-Thermo microchips work with the Global Pocket Reader Plus<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" /> and the HomeAgain® UWSR+ microchip readers, and the EquiTrace app is available for iPhones or Androids. In addition, the Bio-Thermo microchip is compliant with the International Organization for Standardization (ISO) Standards 11784 and 1178 and meets requirements of both the International Federation for Equestrian Sports (FEI) and the United States Equestrian Federation (USEF).</p>

										<content:encoded><![CDATA[<p><i><span style="font-weight: 400;">Jumper Andy Kocher, who has represented the United States in multiple international competitions, has received a 10-year suspension for using electric spurs on his horses. The ban was initiated by the International Equestrian Federation (FEI), the international governing body of horse sport. </span></i></p>
<p><i><span style="font-weight: 400;">An investigation was launched after the FEI was informed that Kocher had used an electric shock device on horses in multiple competitions. The FEI considers shocking a horse in any manner horse abuse. </span></i></p>

<p><span style="font-weight: 400;">The FEI Tribunal has suspended U.S. Jumping athlete Andrew Kocher for 10 years and disqualified him from eight events between June 2018 and November 2019 for using electric spurs on horses. The athlete has also been fined approximately US$11,000 and ordered to pay costs of approximately US$8,255.</span></p>
<p><span style="font-weight: 400;">The FEI Legal Department notified the athlete on June 29, 2020, that an investigation had been opened following allegations about electric spur use reported to the independent Equestrian Community Integrity Unit (ECIU). It was alleged that Mr. Kocher had used electric spurs on a number of FEI registered and national horses in international and national events, and during training.</span></p>
<p><span style="font-weight: 400;">Following the investigation, the FEI formally opened disciplinary proceedings against Mr. Kocher in October 2020. He was provisionally suspended on October 28, 2020 pending a hearing before the FEI Tribunal, and this period will be credited against the full suspension, meaning that the athlete is ineligible through to October 27, 2030.</span></p>
<p><span style="font-weight: 400;">During the suspension the athlete is barred from participating in or attending, in any capacity, including as a spectator, any competition or event that is authorized or organized by the FEI or any National Federation.</span></p>
<p><span style="font-weight: 400;">The sanctions also include disqualification of all results obtained at events for which the FEI Tribunal was provided with photographic evidence establishing the athlete's use of electric spurs. The eight events are: CSI4* Hickstead (GBR), 21-24 June 2018; CSI3* Lexington (USA), 14-18 May 2019; CSI2* Lexington (USA), 22-26 May 2019); CSI5* Calgary (CAN), 5-9 June 2019; CSI5* Calgary (CAN), 27-39 June 2019; CSI3* Traverse City (USA), 7-11 August 2019; CSI3*-W Columbus (USA), 2-6 October 2019; and CSI4*-W Toronto (CAN), 5-9 November 2019.</span></p>
<p><span style="font-weight: 400;">These sanctions form the operative part of the FEI Tribunal decision. The full reasoned decision will be published here in due course. Parties can appeal to the Court of Arbitration for Sport (CAS) within 21 days of receipt of the full decision.</span></p>

										<content:encoded><![CDATA[<p><span style="font-weight: 400;">Europe </span><span style="font-weight: 400;">has recently experienced</span><span style="font-weight: 400;"> one of the worst outbreaks of equine herpes virus (EHV-1) in decades. The neurologic form of the disease has forced the cancellation of international competitions in 10 European countries, including France, Spain, Portugal, Belgium, Italy, Austria, Poland, the Netherlands, Germany and Slovakia. The cancellations remain in place until March 28. </span></p>
<p><span style="font-weight: 400;">The initial case of EHV-1 was confirmed at the CES Valencia Spring Tour showjumping competition; 83 of the 752 horses at the venue showed clinical signs and are currently being treated for the disease. Six horses have died. An additional 15 horses are being treated at off-site equine clinics. </span></p>

<p><span style="font-weight: 400;">All horses that had been in Valencia since Feb</span><span style="font-weight: 400;">.</span><span style="font-weight: 400;"> 1 are blocked in the Fédération Equestre Internationale (FEI) database. They cannot compete in any FEI-sanctioned event until they complete EHV-1 testing requirements. The FEI is the governing body for international equine competitions. The USDA's Veterinary Services Department has no current international movement restrictions in place.</span></p>
<p><span style="font-weight: 400;">In the United States, one 8-year-old mare in Ocala, F</span><span style="font-weight: 400;">la.</span><span style="font-weight: 400;">, was confirmed infected with EHV-1 on March 1 and placed in isolation. Florida Animal Health officials have implemented biosecurity protocols and are monitoring the situation. Horse owners and caretakers are reminded to take precautions before introducing new horses to an existing herd. </span></p>

<p>The rule was passed at the Fédération Equestre Internationale (FEI) general assembly in the veterinary regulations session. Beginning in July 2021, any horse that has had his whiskers removed will be disqualified from FEI-sanctioned events unless a vet deems the whisker removal necessary.</p>

<p>The exact wording of the rule reads: “if the horse's sensory hairs have been clipped and/or shaven or in any other way removed unless individual sensory hairs have been removed by a veterinarian to prevent pain or discomfort for the horse.” The measure was passed unanimously.</p>
<p>The FEI veterinary committee believes a horse that has had his whiskers trimmed has a reduction in sensory ability. This ruling aligns the organization's rules with legislation in multiple other national federations, including Germany, France and Switzerland.</p>
<p>The US Equestrian Federation is concerned about the subjectivity of the clipping of sensory hairs, which they feel may lead to irregular enforcement at competitions. One specific concern raised by the Federation is the length of the sensory hair around the eyes, which could possibly become trapped in the blinkers on the bridle of driving horses. The Federation asked that the changes be removed and addressed when a complete review of the veterinary rules are conducted.</p>

<p>The IHSC, together with the International Thoroughbred Breeders' Federation, European Federation of Thoroughbred Breeders Associations and the European Equestrian Federation, has proposed simple and workable solutions that will ensure horse welfare and safeguard both European and British interests.<u></u><u></u></p>
<p>High health horses in Britain have the same health status as those in EU Member States and the task force is requesting that a trade agreement between the EU and Britain should reflect this fact.<u></u><u></u></p>
<p>Zero tariffs are already in place, and the task force is requesting that they be maintained, with the scheme being extended to geldings. Currently only stallions and mares are eligible for tariff-free cross-border transport.<u></u><u></u></p>

<p>The high health status of each horse can be instantly validated through access to up-to-date vaccination and medical records, allowing for a higher level of monitoring and prevention of potential disease outbreaks in line with the biosecurity requirements of the EU Animal Health Law, thus facilitating speedy transit for these horses. The digital equine passports can also be adopted for use between EU Member States and A-listed 3<sup>rd</sup> countries.<u></u><u></u></p>
<p>If approved, the e-Passport would have no financial implications for the EU as costs around final development, implementation and running of the system will be met by the equine industry.<u></u><u></u></p>
<p>Using a two-pronged approach, the task force is seeking to have its proposals captured in the text of both the Trade Agreement and in the EU Animal Health Law, which comes into force on 21 April 2021.<u></u><u></u></p>
<p>Should a trade agreement with Britain not be reached, the task force is asking the EU to declare an equilibrium of health status for A-listed 3<sup>rd</sup> countries. The proposals also include regional agreements on the bio-secure traceable movement of high health horses signed between neighboring EU Member States. A Tripartite Agreement previously existed between France, Britain and Ireland, and there is currently an agreement between France and the Benelux countries.</p>

<p><em>“</em>The equine industry is of crucial importance to the economic, social, sporting and cultural fabric of both the European Union and the United Kingdom, and as representatives from all sectors of that industry, we believe that there are simple solutions that can guarantee a secure future for the European equine industry”, IHSC President Ingmar De Vos said.<u></u><u></u></p>
<p>“It is one of the most important animal breeding and production sectors in Europe, larger and with greater economic impact and employment than a number of other European agricultural sectors, with a net worth of over €52 billion per annum, providing 210,000 direct and more than 500,000 indirect jobs.<u></u><u></u></p>
<p>“Our goal is to reach an agreement that will allow for a continuation of the historical expedited movement of horses for breeding, sale and competition between EU Member States and Britain. While there are some sectors currently under discussion that seem to remain difficult in the negotiations, we believe that there are simple solutions within the equine industry that can be readily included in a Free Trade Agreement. Indeed, they are also workable even in a no deal scenario.<u></u><u></u></p>
<p>“We are asking the negotiators on both sides of the table to take our proposals on board and incorporate them into the texts of the Trade Agreement, if there is one, and the EU to include them in the incoming EU Animal Health Law, which comes into effect next April.<u></u><u></u></p>
<p>“Without agreement on this, we estimate that the industry in Europe could shrink by as much as a third, with a potential €17 billion reduction in economic contribution, and the potential loss of 250,000 jobs in a marketplace already threatened with critical unemployment levels and a significant reduction in foreign direct investment in the European Union as the economic focus shifts to North America and Asia. So failure is not an option!”</p>

										<content:encoded><![CDATA[<p>The British Horseracing Authority (BHA) has confirmed a number of changes to its Equine Anti-Doping Rules this Wednesday, which will take effect from next month.</p>
<p>These changes follow a comprehensive review of the sport's anti-doping Rules announced in <a href="https://protect-eu.mimecast.com/s/ARe-CMjD0UP3BQhJv0Ym?domain=britishhorseracing.com/">2018</a>, following a number of Disciplinary Panel cases which called into question the assumptions that had been made regarding the Rules and how they should be applied.</p>
<p>It was also felt that a review of these Rules would lead to them being made simpler to understand and follow, whilst ensuring they still protect those who work in, follow or bet on British Racing sufficiently from the threat of doping.</p>
<p>The BHA have consulted on both the Rules and associated penalties with directly with trainers and via the National Trainers Federation, with additional input from both the UK and World Anti-Doping Agencies and sports bodies such as the FEI.</p>
<p><div class="inline-advertisement zoneid-433" id="adleft"><span id='zone_433_0' class='digome_advertising'><ins data-revive-zoneid="433" data-revive-id="b284fa4ee2b53b5c0fb16aa42e76910a"></ins></span></div>Independent legal advice on Rule changes following on from the consultation has been provided by the specialist sports law practice, Northridge LLP.</p>
<p>The main changes to the Rules, which were last updated in <a href="https://protect-eu.mimecast.com/s/-1TfCNxDPiL3k2TRnQiM?domain=britishhorseracing.com/">2015</a>, relate to the circumstances in which the Responsible Person may be found in breach of the Rules but not be penalized when a case is heard in front of the independent Disciplinary Panel.</p>
<p>The new Rules do not require any changes to the processes or safeguards put in place by Trainers in their yards.</p>
<p><strong>In summary the changes are:</strong></p>
<ul>
<li>If a horse tests positive for a prohibited substance, in order to avoid a penalty the responsible person must establish the precise source of the positive finding and that they had taken all reasonable precautions</li>
<li>Cautions are available for lower level breaches</li>
<li>Suspended sanctions are available for breaches</li>
</ul>

<p><strong>Tim Naylor, Director of Integrity and Regulation at the BHA, said:</strong></p>
<p>“The culmination of this project has followed consultation with the appropriate parties as well as legal advice in relation to the Rule changes, and it is our hope that we now have a set of equine anti-doping Rules which are clear both for those who enforce them and those who are bound by them.</p>
<p>“We have to ensure that our Rules in relation to anti-doping are sufficiently robust, but also that as much as is possible in such a technical area everyone bound by the Rules understands what is required of them.</p>
<p>“Whilst in places the requirements upon the Responsible Person have been strengthened, there have also been changes to allow more appropriate penalties for lower and mid-level breaches of the Rules.</p>
<p>“We have communicated these changes now ahead of their implementation date next month to allow sufficient time for participants to ask any questions they may have prior to the Rules taking effect.”</p>

Individual trainers and the National Trainers Federation were consulted, with additional input from both the UK and World Anti-Doping Agencies and sports bodies such as the FEI. <ul>

<p>In response to these new changes, the National Trainers Federation released the following statement, which read in part: &#8220;Trainers have strict liability for the presence of prohibited substances in a horse&#8217;s system. In the light of Disciplinary Panel decisions since the cases that led to the BHA&#8217;s review, the NTF believes the existing equine anti-doping rules provide sufficient encouragement for compliance. In that context, the outcome of the BHA&#8217;s review into penalties in these cases is a mixed bag for trainers.</p>
<p>&#8220;The NTF is pleased that the BHA took on board the need to remove penalties where malicious administration could be proved. However, strict liability reverses the principle of &#8220;innocent until proved guilty&#8221; by putting the onus on the defendant to prove innocence &#8211; in this case by having to prove the precise source of the prohibited substance&#8230;.</p>
<p>&#8220;To mitigate the burden of strict liability, the BHA and NTF have agreed restructured penalties. It is right that the Disciplinary Panel should have the option of cautioning a trainer instead of imposing a financial penalty (as required by the current rules), for the least culpable breaches.</p>
<p>&#8220;We disagree with the BHA about the minimum sanction of a suspended disqualification in addition to a financial penalty for the lowest level breach for substances prohibited at all times. If the Panel is satisfied the trainer had no knowledge of the substance&#8217;s administration and had taken reasonable precautions, a suspended disqualification is an unwarranted stain on the trainer&#8217;s reputation.&#8221;</p>
