										<content:encoded><![CDATA[<p>The Maryland Jockey Club was alerted to a horse displaying neurological abnormalities in its hind limbs Apr. 14, and the horse in question subsequently tested positive for Equine Herpesvirus (EHV), according to a Maryland Jockey Club release. As a precautionary measure, both the affected horse and another, which had been in close proximity to the affected animal but showed no symptoms, were relocated to an isolation barn at Laurel Park. Additionally, Barn 33, where the affected horse was housed, was promptly placed under quarantine.</p>
<p>The MJC, who alerted the State Veterinarian's Office, received confirmation that the initial nasal swab tested positive for EHV Monday evening. Further testing is scheduled for later this week.</p>
<p>A MJC issued statement reads: &#8220;In collaboration with the State Veterinarian's Office, we are in the process of developing a comprehensive quarantine protocol for Barn 33. This plan will allow horses in this barn to train separately from the general population and enable other barns to continue their regular racing and training activities.&#8221;</p>
<p>&#8220;It is imperative that all horses within our care are closely monitored for any signs of fever or symptoms consistent with EHV. Any horse registering a temperature above 101.5 degrees Fahrenheit, or exhibiting signs of incoordination, must be reported immediately to an MJC Veterinarian.&#8221;</p>

										<content:encoded><![CDATA[<p>The quarantine of Barn 15 at Belmont Park will expire next Saturday at 3 p.m. The barn had been placed in quarantine Feb. 3 when an unraced filly trained by Danny Gargan presented acute neurological symptoms and was subsequently euthanized. Cornell University then returned a positive test for EHV Feb. 4.</p>
<p>An additional horse in Barn 15 developed a fever Feb. 5, which extended the quarantine through Feb. 26. That horse tested negative for EHV Feb. 6. Upon review of the circumstances, the New York State Department of Agriculture and Markets will allow the quarantine to expire 21 days from the positive case of EHV.</p>
<p>The 34 horses stabled in Barn 15, which is home to stalls for Gargan, Jim Ryerson and Gustavo Rodriguez, are being monitored daily for fever and other signs of illness. Should all horses remain asymptomatic, horses stabled in Barn 15 will be permitted to enter races and train among the general population following a barn inspection and examination of horses to be performed by New York Racing Association and NYSAM Saturday.</p>

										<content:encoded><![CDATA[<p>Ten days after <a href="https://www.thoroughbreddailynews.com/confirmed-ehv-case-at-gulfstream-park/">Gulfstream Park identified a horse</a> who was displaying signs of EHV, Kentucky's Department of the State Veterinarian issued new guidelines on protocols for horses moving from Florida to Kentucky</p>
<p>Current guidelines require that all horses entering a Kentucky racetrack or sanctioned training facility meet the additional requirements of having a 72-hour Certificate of Veterinary Inspection (CVI) and also meet the state's EHV-1 vaccination requirement of having been vaccinated a minimum of 14 days and no more than 120 days prior to entering the stable area. The 14-day minimum applies only to horses that have not been vaccinated during the preceding 120 days.</p>
<p>&#8220;There has been no change in the status at Gulfstream Park,&#8221; Rusty Ford, Kentucky State Veterinarian Office's Equine Operations Consultant, said. &#8220;One case of a neurologic horse has been confirmed positive for EHV1. The horse became recumbent and was euthanized [and] 174 horses remain housed in the affected barn and are under an official quarantine. Florida state veterinary officials have been conducting the epidemiologic investigation as well as managing and monitoring the quarantine. I have also received notification that a review of the records of horses moving out of the affected barn during the 2 weeks preceding the diagnosis did not identify any horse moving to Kentucky.</p>
<p>&#8220;At this point-in-time we understand there has been no testing of the 174 exposed horses and lacking additional symptomatic horses being reported there is currently no plan to test. My understanding is the horses in the quarantined barn may qualify for release following 21 days of no additional cases being reported or diagnosed. Though these 174 horses are under quarantine and have not since January 21 had direct contact with other horses on the grounds at Gulfstream, the lack of testing these exposed horses has raised our concern.</p>
<p>&#8220;Movement of the non-quarantined horses currently stabled, or horses that had been on the grounds of Gulfstream Park since January 20th, can continue to be conditionally allowed entry onto a KY track/training facility and be stabled on the grounds.&#8221;</p>
<p>Horses moving from Gulfstream (or having recently been on the grounds) can be allowed entry if the horse meets the published requirements for entry in addition to the modification listed below:<br />
&#8211; Prior to a horse destined to a KY track/training facility departing, the horse's trainer or veterinarian is to contact the equine medical director, or his designated person, and provide required information on each horse that is seeking approval to move to the track.<br />
&#8211; Approval of a designated horse to enter the Kentucky destination track by that track's equine medical director is based on the condition that the horse is to be temperature monitored and recorded twice daily for seven (7) days post arrival with the temperature logs posted on the stall. Any elevated fever or other sign or suspicion of illness shall immediately be reported to the equine medical director.<br />
&#8211; The horse is to travel on a Health Certificate showing examination and issuance of the certificate performed the day of departure or during the 12 hours immediately preceding the departure. The certificate shall have the EHV vaccination recorded on it as well as the date the equine medical director approved the move and the estimated time of departure and KY arrival.</p>
<p>&#8220;These requirements are being adjusted in consultation with the track's equine medical directors and are subject to change without any advanced notice being provided should the disease event at Gulfstream Park change,&#8221; Ford said.</p>

										<content:encoded><![CDATA[<p>Five additional horses stabled at Churchill Downs have tested positive for Equine Herpesvirus (EHV-1) after an initial case Tuesday of a horse showing symptoms consistent with the contagious disease. Churchill immediately quarantined the barn of the horse in question and 13 exposed horses also stabled in the barn were tested, with their confirmed positives returned Thursday morning. The initial horse, reportedly trained by Saffie Joseph, Jr., has also tested positive and is being treated at a Lexington-area clinic.</p>
<p>Several tracks across the country have banned shippers from Churchill and the Louisville track itself is restricting movement out of the backside. Churchill is working with the Kentucky Department of Agriculture to ensure maximum effectiveness of its health and safety protocols.</p>
<p>The five additional horses testing positive for EHV-1 are asymptomatic. EHV-1 is a relatively common viral disease that can be managed and is treatable. Clinical symptoms include fever, hind limb ataxia, and dripping urine.</p>

Dr. John Ballantyne and Fargo-Moorhead Area Foundation have committed $2 million to fund this research.</p>
<p>“We are so grateful to Dr. Ballantyne for his generosity in supporting efforts to address EHV, a disease that affects all horses,” said Dell Hancock, chair of the foundation. “This gift will enable Grayson to continue its commitment to funding critical research for horses, and our research advisory committee looks forward to seeing what proposals are submitted.”</p>

<p>Grayson is interested in research proposals focused on EHV-1, EHV-3, and EHV-4, with a multivalent or pan-valent approach. Researchers must have the ability to conduct an <em>in vivo</em> proof of principle of efficacy in the equine model in-house or through collaboration. Applications from established equine investigators collaborating with experts from other fields (e.g., human vaccinologists) are strongly encouraged. It is anticipated that this research will span three to four years and possibly multiple projects.</p>

mso-ansi-language:EN-CA'><span></span></span><![endif]--><span><span style="mso-spacerun: yes;">   </span>The New York State Gaming Commission (NYSGC) on Monday denied a request by trainer Ken McPeek to bring clarity to the process of how and when Thoroughbreds coming out of a quarantine can be allowed to enter races.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>Back on July 15, another trainer's horse in the barn McPeek shared at Saratoga Race Course tested positive for equine herpesvirus (EHV-1). State agriculture officials, the New York Racing Association, and the NYSGC then imposed a 21-day quarantine of the entire barn retroactive to July 11, which is a common precaution in such EHV-1 outbreaks.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>The understanding was that if no other horses got sick during that time frame, the entire stable would be released from quarantine and allowed to race as of Aug. 1.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>But when McPeek tried to enter seven horses just days in advance of the quarantine's expiration for the Aug. 1, 4 and 5 cards, the entries were denied by the Saratoga stewards because the horses were still under quarantine at the time those entries were to be taken.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>After being unable to make any headway on his own, McPeek retained New York-based attorney Drew Mollica, who reached out to the stewards on July 30, some 3 1/2 hours before the Aug. 3 card was drawn, in hopes that a hearing could be held and the McPeek horses could begin running as soon Aug. 4.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>Mollica </span><span><a href="https://www.thoroughbreddailynews.com/mcpeek-contests-decision-to-deny-his-entries/"><span style="font-family: 'Calibri',sans-serif; mso-bidi-font-family: Calibri; color: blue;">told </span><i><span>TDN</span></i></a></span><span> at that time that he had sent emails and placed phone calls to NYSGC steward Braulio Baeza Jr. and to the commission itself, but none of the messages yielded a reply. </span></p>
<p><span><span style="mso-spacerun: yes;">   </span>Mollica wanted to point out that a recent precedent should have been used as a template in the matter: He said that in January 2018, trainer Linda Rice was allowed to pre-enter a horse coming out of an EHV-1 quarantine prior to the actual expiration of that restriction.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>Eventually, McPeek's horses were allowed to enter races at the Spa after Aug. 1. But he and his clients had already missed out on purse-earning opportunities. Some owners had made plane and hotel reservations to come to Saratoga to see their horses run, and jockeys had given up other mounts to commit to ride the McPeek stable's horses that the trainer thought would have been able to race.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>McPeek then had Mollica formally appeal the situation to the NYSGC, seeking a declaratory judgment arguing that the stewards' position was arbitrary and capricious. McPeek also wanted NYSGC to adopt quarantine race-entry protocols so he and other horsemen would know what to expect in the future, and he asked for equitable relief to assuage the financial injury to himself and his owners.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>During the NYSGC's Nov. 8 meeting, all three of those requests were denied.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>The case was not discussed and ruled upon by commissioners during the open, public meeting. Instead, executive director Robert Williams read a prepared statement that stated the commissioners had previously heard the arguments and had designated commissioner Peter Moschetti to rule on the matter.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>&#8220;Following consideration of submissions, commissioner Moschetti found that a declaratory judgment was not available, as the time to enter horses in the desired races had passed, and that there was no longer an existing controversy that would have a direct and immediate effect upon the rights of the parties,&#8221; Williams stated.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>&#8220;Commission Moschetti also found that the granting of the relief sought would constitute issuing an advisory opinion which was not allowable under the facts and circumstances of the matter,&#8221; Williams stated.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>&#8220;Finally, commissioner Moschetti found that directing the commission to create a protocol or rule for the future to decide the issue [that was] raised was beyond the scope of the appeal,&#8221; Williams stated.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>After the meeting, Mollica told <i>TDN</i> via phone that he wasn't sure if there would be a next legal step for McPeek to seek remedy. But he said it's imperative that the NYSGC address the stewards' inconsistencies in how they handled the 2018 and 2021 EHV-1 entry situations.</span></p>
<p><span><span style="mso-spacerun: yes;">   </span>&#8220;While the commission chose not to delve into the facts and suggested that they procedurally had no power, the reality is that the actions of the stewards were completely contradictory to the actions they had taken in 2018 in the matter of Linda Rice,&#8221; Mollica said. </span></p>
<p><span><span style="mso-spacerun: yes;">   </span>&#8220;The horse had the exact same virus. It was exactly the same quarantine, and they allowed her to enter the day before the quarantine ended,&#8221; Mollica said. </span></p>
<p><span><span style="mso-spacerun: yes;">   </span>&#8220;It is my hope that although they didn't decide it on the merits, that Mr. McPeek's efforts brought this egregious situation to light, and that they will address it administratively in the near future, because Mr. McPeek brought the inconsistency of their actions to light,&#8221; Mollica said.</span></p>

										<content:encoded><![CDATA[<p>On July 25, a 6-year-old Warmblood mare in Sonoma County, CA, tested positive for equine herpesvirus (EHV-1), according to reporting from the California Department of Food and Agriculture. The show horse had been stabled at the Sonoma Horse Park in Petaluma, Calif., prior to her positive test. Though the mare was vaccinated, she was euthanized after becoming recumbent and unable to rise.</p>
<p>Managers of the horse show the mare attended notified all attendees, asking them to take temperatures of horses that had attended the show twice daily and quarantine any horses returning from the show for at least seven days. On the show grounds, 19 horses from the affected mare's barn were removed and quarantined at their home farm; the 18 horses left at the home facility had temperatures taken twice daily and the farm implemented enhanced biosecurity measures.</p>

<p>Six horses at the premises tested positive for EHV-1 and began displaying fever and/or limb edema. One horse, a 15-year-old Warmblood mare, began displaying neurologic symptoms and was moved to isolation at a veterinary hospital for care. A 5-year-old Warmblood gelding that was stabled at the horse show with the euthanized mare tested positive for EHV-1 on July 30 and was isolated at the index premises.</p>
<p>There were seven confirmed cases of EHV-1: two were non-neurologic EHV-1 cases at the showgrounds, a 5-year-old Warmblood gelding and a 14-year-old pony mare.  one horse thus far has been euthanized.</p>
