										<content:encoded><![CDATA[<p>Track announcer John Imbriale has announced that he will retire following a 44-year career with the New York Racing Association.</p>
<p>Imbriale's tenure with NYRA dates to 1979 when he won a <em>New York Daily News </em>contest, giving him the opportunity to call a race and work with the NYRA press office. In 1990, the Queens, New York native became Tom Durkin's backup and along the way, took on other responsibilities at NYRA by working with Harvey Pack on the Inside Racing program, and in a variety of roles within NYRA TV.</p>
<p>&#8220;When I think about all the things that I was fortunate to do at NYRA, the best part was being able to work with a lot of talented, wonderful people, from Harvey Pack and Charlsie Cantey to Tom Durkin and all the behind-the-scenes people in NYRA TV, simulcasting and the press office,&#8221; said Imbriale.</p>
<p>In January of 2020, Imbriale took over as NYRA's full-time track announcer, joining former New York race callers that include Durkin, Marshall Cassidy, Dave Johnson, Chic Anderson and Fred &#8220;Cappy&#8221; Capossela.</p>
<p>He said, &#8220;When I walked into the booth at Saratoga for the first time after taking over as the full-time announcer in 2020, I literally got goose bumps thinking of those who had gone before me, greats like Fred Capossela, Marshall Cassidy, Chic Anderson, Dave Johnson and Tom. I got to do just about everything I wanted to do at NYRA. That's how fortunate I was. I really feel that way.&#8221;</p>
<p>In 2023, Imbriale transitioned from full time to seasonal duties as the primary announcer at Belmont Park and the Belmont at the Big A fall meet. Imbriale handed the Saratoga baton to Frank Mirahmadi, who called his first Saratoga meet in 2023 and will return in 2024.</p>
<p>Chris Griffin, who joined NYRA in 2023 and served as the track announcer for the winter and spring meets at Aqueduct, will expand his role and handle all race calling duties at Aqueduct.</p>
<p>&#8220;John's contributions went beyond an unwavering accuracy in calling the races,&#8221; said  NYRA President &amp; CEO Dave O'Rourke. &#8220;He conveyed excitement whether it was a Grade 1 at Saratoga or a mid-week claimer, and in doing so, helped fans learn about and better appreciate thoroughbred racing. John is also one of the true gentlemen of racing and a role model and mentor to a generation of NYRA staff.&#8221;</p>

										<content:encoded><![CDATA[<p>The New York Racing Association has announced the formation of an All-Weather Surfaces Committee to study the impact of various racing surfaces on equine injury rates. According to a Wednesday NYRA press release, the committee, which first met last October, will evaluate safety metrics from tracks utilizing all-weather racing surfaces, as well as study the feasibility of broader adoption of all-weather surfaces nationally.</p>
<p>The committee, chaired by NYRA CEO and President David O'Rourke, was formed at the request of the Horseracing Integrity and Safety Authority, as part of HISA's <a href="https://bphisaweb.wpengine.com/wp-content/uploads/2023/09/2023-Equine-Fatalities-HISAs-Strategic-Response.pdf">strategic response</a> to several clusters of equine fatalities in 2023.</p>
<p>In addition to O'Rourke, members of the committee also include Keeneland Vice President of Racing Gatewood Bell, Breeders' Cup President and CEO Drew Fleming, 1/ST Racing and Gaming Executive Vice Chairman Craig Fravel, and Del Mar Thoroughbred Club President  Josh Rubinstein.</p>
<p>&#8220;Embracing science and technology will ensure the continued success of Thoroughbred racing in the United States,&#8221; said O'Rourke. &#8220;All-weather racing surfaces can play an important role in our collective efforts to improve safety, and I thank Lisa Lazarus and HISA for the opportunity to advance this discussion among decision makers in the sport.&#8221;</p>
<p>The committee is expected to convene regularly in the coming months and will share its findings and recommendations with HISA's Racetrack Safety Committee and with other stakeholders across the sport when complete.</p>
<p>&#8220;HISA is grateful to NYRA and to David O'Rourke for leading this effort, and to all the members of the committee for their dedication to equine safety,&#8221; said HISA CEO Lisa Lazarus. &#8220;This committee's work will be essential in deepening our understanding of all-weather surfaces, and we look forward to reviewing the results when complete.&#8221;</p>
<p>NYRA is in the process of constructing a one-mile Tapeta track to serve as the fourth racing surface at the new Belmont Park. Previously, NYRA installed a Tapeta pony track at Belmont to provide an additional training option in inclement weather, while also providing NYRA with information on the performance of a synthetic surface in the Long Island climate.</p>

										<content:encoded><![CDATA[<p>The New York Racing Association, Inc. (NYRA) will host a job fair on Wednesday, Feb. 21 from 2 p.m. to 6 p.m. ET, the first in a series of events to support the Belmont Stakes Racing Festival at Saratoga Race Course, the association said in a release Thursday.</p>
<p>The job fair will be held on the first floor of the 1863 Club at Saratoga Race Course. Interested applicants should enter through the Wright Street entrance (Gate 8) with parking available in the 1863 Club lot.</p>
<p>&#8220;The 2024 Belmont Stakes Racing Festival will be an economic engine for Upstate New York,&#8221; said NYRA President &amp; CEO Dave O'Rourke. &#8220;Much of that impact will be the creation of hundreds of temporary jobs to support a Triple Crown event at Saratoga Race Course this June. We look forward to beginning this series of job fairs on February 21.&#8221;</p>
<p>Employment opportunities for the festival will be available with the following NYRA partners: All Pro, Integrated Staffing, Levy Restaurants, Mazzone Hospitality and Union Square Events. Positions will include restaurant staff, mutuel clerks, cashiers, cleaners, merchandise clerks and others.</p>
<p>Applicants must be at least 15 years of age and have New York State Certified Working Papers. Prospective security guards, cashiers and betting clerks must be at least 18 years of age to apply; security guards must have a high school degree or GED. All applicants must present a photo ID and Social Security card or I-9 alternative.</p>
<p>NYRA will host its traditional job fair for the Saratoga summer meet later this year.</p>

										<content:encoded><![CDATA[<p>The New York Islanders, in partnership with Northwell, the New York Racing Association and USA Hockey, have announced the opening of The Park at UBS Arena, a 155,800 square foot season-long, outdoor experience that will introduce the first two public pond hockey rinks to the community.</p>
<p>With UBS Arena located within the heart of historic Belmont Park, The Park aims to take advantage of this unique setting and create something special for hockey fans of all ages.</p>
<p>The first rink, named the Northwell Pond, boasts a sheet of natural ice. It will host a series of 4v4 pond hockey tournaments following USA Hockey guidelines, catering to youth and adult divisions at various competitive levels. 										<content:encoded><![CDATA[<p>Beginning on Jan. 1, 2026, New York-bred overnight races for 2-year-olds on the NYRA circuit will offer purse amounts matching the race's open-company counterpart, which will directly benefit the state's 2024 foal crop and pave the way to compete for some of the richest purses of any state-bred program in the nation, the association said in a release Wednesday.</p>
<p>At the 2023 summer meet at Saratoga Race Course, maiden races restricted to New York-bred 2-year-olds featured a purse of $88,000 compared to a purse of $105,000 offered for 2-year-olds competing in an open-company maiden event.</p>
<p>While this purse increase will impact only the 2024 New York-bred foal crop, NYRA intends to further expand purse parity for additional categories of New York-bred races in the future.</p>
<p>In 2022, NYRA conducted 556 races exclusively for registered New York-breds with purses totaling $42,366,000. Among those races were 56 stakes with $8,725,000 of purse money on offer. NYRA holds three high profile NY-bred showcase days annually, highlighted by New York Showcase Day at Saratoga Race Course. In 2023, Saratoga Showcase Day was run on the Sunday of Travers Weekend and featured a whopping 113 NY-breds competing in 11 races, including six stakes worth a combined $1.25 million.</p>
<p>As a result of the partnership between NYRA and FOX Sports, nearly every NY-bred contest is broadcast live to a national audience on the FOX Sports family of networks. Both Saratoga Live and America's Day at the Races, which are produced by NYRA, have generated sustained ratings growth since they were launched nationally in 2016.</p>
<p>&#8220;The New York-bred program is critically important to the future of thoroughbred racing in New York State,&#8221; said Dave O'Rourke, NYRA President &amp; CEO. &#8220;This new purse structure increases the value of the upcoming foal crop of New York-breds, and reflects NYRA's commitment to the owners, breeders and trainers who choose to breed and race in New York.&#8221;</p>
<p>Beyond the rich purses offered by NYRA, a variety of owner, breeder and stallion awards are available to those who breed and race in New York. These lucrative incentives serve as a significant benefit to thoroughbred breeding farms across the state, which create and sustain thousands of jobs in every corner of New York.</p>
<p>&#8220;This initiative is a strong signal to the bloodstock market on why you should breed and foal in New York, and own a New York-bred to race,&#8221; said Najja Thompson, Executive Director of the New York Thoroughbred Breeders. &#8220;New York-breds compete and win at the highest levels, and NYRA's consistent support guarantees more opportunities than ever for New York State's breeders and owners.&#8221;</p>
<p>New York State has adopted rules that expand the reach of the New York-bred awards and benefits by clarifying a pathway for non-resident mares to gain residency status. According to the rule changes, a non-resident mare purchased in foal through public auction is deemed a resident mare provided the mare is purchased for at least $50,000 in the public auction; is present in the state of New York within 15 days after a sale in North America and 60 days at any public auction sale abroad; the foal is foaled in New York; and the mare thereafter is continuously in residence in New York from within 120 days after her last cover in the year of conception of another foal and remains in residency until foaling.</p>
<p>&#8220;It pays to participate in the New York-bred program,&#8221; added Thompson. &#8220;And bringing a mare back to New York is a valuable proposition, especially for the 2024 foaling season.&#8221;</p>

										<content:encoded><![CDATA[<p>SARATOGA SPRINGS, NY. &#8211; In the wake of two fatal breakdowns during the Travers day program Saturday, New York Racing Association officials faced the questions of if they should immediately cancel the remaining races on the card at Saratoga Race Course and whether to run on Sunday. After fact-finding sessions both days, NYRA President and CEO David O'Rourke said the courses were deemed safe for competition&#8211;the jockeys were in agreement&#8211;and racing continued as scheduled.</p>
<p>The catastrophic leg injuries that led to two horses being euthanized Saturday brought the total of equine deaths to 12 since the start of the unusually rainy season July 13. According to the New York State Gaming Commission's Breakdown, Death, Injury and Incident Database, four of the fatalities were related to training injuries and eight to racing. Six of the eight deaths were from incidents in races run on the turf courses. Seven were musculoskeletal injuries and one was believed to be a heart attack.</p>
<p>The two dirt breakdowns were horrific, taking place in the stretch, with unbeaten, high-profile 3-year-old horses well on their way to victories in seven-furlong Grade I races: <strong>Maple Leaf Mel</strong> (Cross Traffic) in the GI Test S. on Aug. 5 and <strong>New York Thunder</strong> (<a href="https://www.darleyamerica.com/stallions/our-stallions/nyquist" class="horse-link">Nyquist</a>) in the GI H. Allen Jerkens Memorial on Saturday.</p>
<p>In the minutes after the New York Thunder injury, O'Rourke said NYRA had to consider whether to immediately close on the biggest day of the Saratoga season.</p>
<p>&#8220;Everything is going through your mind at that point,&#8221; he said.</p>
<p>After consulting with his staff and a number of other people, O'Rourke elected to run the remainder of the card, including the $1.25-million GI Travers S.</p>
<p>&#8220;I was speaking with the Gaming Commission at the same time, the stewards at the same time, about the situation that we're in,&#8221; he said. &#8220;Obviously, there's board members here. Many of them, if not most of them, are horsemen. The decision was made to continue the card because we have no evidence that there's anything going on with these racetracks.&#8221;</p>
<p>There were no further injuries.</p>
<p>After what he described as a sleepless night, O'Rourke said that he and Glen Kozak, NYRA executive vice president and track superintendent, started talking with trainers at 6:30 a.m. Sunday and later talked with jockeys and veterinarians. At 12:45 p.m., NYRA announced that the 11-race program would be held.</p>
<p>John Velazquez, co-chairman of the Jockeys Guild, said the riders met with O'Rourke and expressed confidence in the conditions.</p>
<p>&#8220;We didn't find any issues at all,&#8221; Velazquez said. &#8220;The tracks feel safe. We didn't come up with anything that we were concerned with.&#8221;</p>
<p>Velzaquez acknowledged that the injuries are unsettling and said that NYRA should continue its reviews.</p>
<p>&#8220;We've definitely had some really horrendous breakdowns,&#8221; he said. &#8220;We are very saddened about it. There are going to be more investigations and more things we have to do and hopefully we find more answers. It will be days or weeks, whatever it is, but right now the tracks feel safe and let's continue.&#8221;</p>
<p>Saturday, <strong>Nobel (Ire)</strong> (Lope de Vega {Ire}), an Irish-bred 4-year-old was injured in the gallop-out after the fifth race on turf. Two hours and 20 minutes later, New York Thunder broke bones in his left front leg in the Jerkens.</p>
<p>Immediately after Nobel's injury, O'Rourke said he, staff members and Dr. Scott Palmer, the Equine Medical Director for the Gaming Commission walked the turf course to look for problems. Since more than 11 inches of rain have fallen during the meet, prompting NYRA to move 59 races off the grass to the dirt, the rail has been placed far out in the middle of the course. On Saturday, the rails were down and the horses were running on very good turf. Still, Nobel was injured.</p>
<p>&#8220;We wanted to take a look at it,&#8221; O'Rourke said. &#8220;One easy solution was to pull everything off the turf. They were on fresh ground. I'm out there with experts and what I'm looking for is unanimous consensus. Not a majority. Everyone's consensus of opinion was that the turf course was in immaculate condition in the lanes we were in.&#8221;</p>
<p>When New York Thunder went down between the eighth pole and the sixteenth pole, O'Rourke said Kozak reviewed the surface.</p>
<p>&#8220;Glen installed this track and is quite familiar with moisture and the measurements and everything,&#8221; O'Rourke said. &#8220;It's nothing off about the track. I'm convinced, I'm confident in that moment of that, but I want more information. Sometimes you need more time. We made the decision to continue the card.&#8221;</p>
<p>Afterward, O'Rourke said the NYRA staff continued to look at the two turf courses and the dirt main track to help develop data that could be useful in Sunday's review</p>
<p>&#8220;This has been a tough meet, so this has been a topic,&#8221; he said. &#8220;It's not like all of a sudden we started taking a second look. After racing, the track guys are doing their thing. Some of them, I think, were here all night.&#8221;</p>
<p>Sunday's card was completed without incident, but O'Rourke said the investigation is far from complete. Noting that NYRA is a non-profit, he said continuing to race on Saturday and Sunday was not related to revenue, but to safety.</p>
<p>&#8220;This is about how do we get it right, when and how we're making decisions and why,&#8221; he said. &#8220;And my first job right now is to check off the tracks because that's the question I'm getting quite a bit. I came out of that, on that aspect, confident that every piece of information or resource that I think is applicable, that we have access to, is telling me the same thing.&#8221;</p>

										<content:encoded><![CDATA[<p>The New York Racing Association, Inc. joined Assemblymember Carrie Woerner, philanthropist John Hendrickson and representatives from Saratoga Hospital, the Backstretch Employee Service Team and the New York Thoroughbred Horseman's Association for a ribbon-cutting to celebrate the opening of the new Saratoga Backstretch Clinic at historic Saratoga Race Course on Tuesday.</p>
<p>The Saratoga Backstretch Clinic will allow Saratoga Hospital and BEST to expand on the existing healthcare services offered to members of NYRA's backstretch community. Located just inside Gate 16, the backstretch clinic was constructed over the past year to replace a doublewide trailer that previously housed on-site healthcare services at Saratoga Race Course.</p>
<p>&#8220;The good that comes of projects like this one is incalculable, serving as a benchmark in our industry on how we take care of and provide amenities and access for the backstretch community,&#8221; said NYRA President and CEO David O'Rourke. &#8220;This clinic is going to be indispensable in what it does for the well-being of the community. This will allow Saratoga Hospital and BEST to take this (clinic) to a world-class level and it's incredible.&#8221;</p>
<p>Hendrickson funded the construction of the backstretch healthcare clinic as a tribute to his late wife, Marylou Whitney. Hendrickson said of the ground-breaking that &#8220;this is a really great day and I know Marylou is looking down and is extremely happy.&#8221;</p>
<p>&#8220;They say health care is the foundation of every community,&#8221; Hendrickson added. &#8220;This fantastic new facility will improve lives and save lives. The backstretch now has a state-of-the-art medical facility that they truly deserve. Marylou thought that Saratoga should be the summer place for everyone, especially for those who take care of our beloved thoroughbreds.&#8221;</p>

										<content:encoded><![CDATA[<p>The annual summer meet at Saratoga Race Course generates $371 million in economic activity and 2,937 jobs across the greater Capital Region, according to a new study by the Saratoga County Industrial Development Agency (SCIDA).</p>
<p>The report, which was released Monday during a news conference at the Saratoga Performing Arts Center (SPAC), concludes that the overall economic impact generated by the summer meet has increased by 57% since 2014 across the nine-county Capital Region.</p>
<p>The newly released study, based on data from 2021, finds that Saratoga Race Course is responsible for contributing $7.3 million of tax revenue to New York State, nearly $2.4 million of tax revenue to Saratoga County and nearly $2.1 million to Saratoga Springs. In addition to Saratoga Race Course, the study commissioned by the SCIDA and performed by Camoin Associates, analyzed the impact of Saratoga's major attractions including SPAC, Saratoga Casino Hotel and Saratoga National Historic Park. According to the findings, those four entities generated a total of $647 million in economic impact and 5,770 jobs.</p>
<p>&#8220;Horse racing is a powerful engine for the New York economy that supports families and communities in every corner of the state,&#8221; said David O'Rourke, NYRA president and CEO. &#8220;Nowhere is that more evident than here in Saratoga Springs and throughout Upstate New York, where the popularity and importance of Saratoga Race Course are at an all-time high. NYRA looks forward to welcoming fans back to the Spa for what is sure to be a spectacular summer.&#8221;</p>
<p>The report focuses on the economic benefits within a nine-county region, including Albany, Columbia, Greene, Montgomery, Rensselaer, Saratoga, Schenectady, Warren and Washington counties.</p>
<p>The study's findings show that Saratoga Race Course generated $371,067,040 in annual economic impact from three primary sources: Direct ($241,311,827); Indirect ($51,656,531) and Induced ($78,098,682). These categories account for spending on goods and services by visitors and racing participants, on-site jobs, and spending at businesses that supply goods and services to Saratoga Race Course.</p>

										<content:encoded><![CDATA[<p>Two New York residents sued the state, its governing bodies, elected officials, and the New York Racing Association (NYRA) on Thursday in an attempt to block the recently announced $455-million loan to renovate Belmont Park.</p>
<p>&#8220;This case is about the State of New York's unconstitutional appropriation of taxpayer funds by loaning nearly half a billion dollars to NYRA, all while turning a blind eye to NYRA's past two decades of financial mismanagement, malfeasance and scandal, and, more importantly, ignoring the State's Constitutional prohibition against providing State monies&#8211;whether by loan or by grant&#8211;to private corporations like NYRA,&#8221; stated the June 22 complaint filed in the Supreme Court of the State of New York.</p>
<p>The plaintiffs, who each identify themselves in the filing as a &#8220;citizen taxpayer of the State of New York who has paid, and is paying, New York State income and sales taxes,&#8221; want a judgment declaring that the state's loan &#8220;would be an illegal and unconstitutional expenditure, misappropriation, misapplication, or disbursement of State funds.&#8221;</p>
<p>The plaintiffs are also demanding an order &#8220;enjoining the State of New York and the Office of the New York State Comptroller from disbursing funds to or in aid of NYRA, and enjoining NYRA from receiving any State funds.&#8221;</p>
<p>The complaint continued: &#8220;If some or all of the State's funds have already been disbursed to or in aid of NYRA, [plaintiffs want] an order requiring restitution to the State of those funds pursuant to State Finance Law.&#8221;</p>
<p>The plaintiffs are Jannette Patterson and John Di Leonardo. The defendants are the State of New York, the New York State Assembly, the New York State Senate, Governor Kathy Hochul, state comptroller Thomas P. DiNapoli, and NYRA.</p>
<p>&#8220;The constitutionality of the State's appropriation is a definite, concrete, and substantial legal controversy that requires judicial intervention,&#8221; the lawsuit stated.</p>
<p>&#8220;The construction of a new Belmont Park will create thousands of jobs, generate billions in economic activity and secure the future of thoroughbred racing in New York State. Governor Hochul and both houses of the legislature recognize the importance of this transformational project to both Long Island and New York State, and that's exactly why the project was included in the FY2024 budget,&#8221; said NYRA's Vice President of Communications, Patrick McKenna.</p>
<p>The lawsuit was announced by People for the Ethical Treatment of Animals, though it was unclear what their connection to the lawsuit was.</p>
<p>&#8220;Organizations like PETA are philosophically opposed to horse racing and make no secret of their desire to end the sport. New Yorkers reject PETA's extreme agenda by attending, watching and wagering on horse racing in record numbers. As we look forward to the modernization of Belmont Park, and the opening of the summer meet at historic Saratoga Race Course on July 13, this ridiculous lawsuit is a meritless attack on a sport that supports New York families in every corner of the state.&#8221;</p>
<p>When the 2024 state budget was <a href="https://www.thoroughbreddailynews.com/belmont-park-construction-loan-part-of-finalized-ny-budget/">approved and publicly announced</a> May 1, it greenlighted a decades-in-the-making plan to construct a revamped Belmont Park that would serve as the year-round downstate home of New York racing. The current 1.25-million square-foot structure, last renovated in 1968, is to be replaced with a roughly 275,000 square-foot facility featuring modern amenities and hospitality offerings.</p>
<p>&#8220;The transformation of Belmont Park will secure the future of Thoroughbred racing in New York State, create thousands of good jobs and drive tourism to Long Island and the region for decades to come,&#8221; said NYRA's president and chief executive officer, David O'Rourke, at the time the loan was included in the budget.</p>
