										<content:encoded><![CDATA[<p>A new communications campaign, HorsePWR, has been launched by British racing, designed to share and promote the facts around welfare in horseracing.</p>
<p>HorsePWR will have its own <a href="http://www.horsepwr.co.uk/">dedicated website</a> to provide information about the sport and the thoroughbred, the lives they lead and the high welfare and safety standards within racing. The website also explores the areas that racing has committed to improve, from reducing risk on and off the racecourse to better supporting horses when they leave the sport.</p>
<p>The campaign has been led by the British Horseracing Authority (BHA), Great British Racing (GBR) and racing's Horse Welfare Board (HWB), with additional funding provided by the Jockey Club.</p>
<p>Kinross-based National Hunt trainer Lucinda Russell said of HorsePWR, &#8220;This is just what racing needs. We must provide the facts, help educate and confront the tough questions head on. The facts matter. We understand our responsibility and respect our horses and we want to make sure the public know this too.</p>
<p>&#8220;It's good to see us taking a new approach, showing pride in the lives we give our horses and challenging and correcting inaccurate information which is put into the public domain by those who are opposed to the sport.&#8221;</p>
<p>Robin Mounsey, BHA head of communications and HWB member, added, &#8220;The HorsePWR campaign sees the sport take a new approach when it comes to talking about welfare. It is about being up-front, open and transparent. It is about tackling head-on the elements of the sport that we know are areas of concern and providing information to educate and reassure.</p>
<p>&#8220;Those who work in the sport are rightly proud of our record and standards when it comes to welfare. This campaign provides a platform to allow those connected with the sport to share their pride. It will be aimed at racing's current and potential fans, seeking to ensure that future generations of racing followers are not lost to the sport due to negative perceptions around the welfare issues which are tackled by this campaign.&#8221;</p>

<p>Barnes, 34, was put on the exclusion list maintained by the racing body, alongside his father-in-law John Higgins. The duo are not allowed on an property licensed by the BHA. Previously a registered owner in Britain, Barnes celebrated a winner with Manor Park (GB) (Medicean {GB}) at Newton Abbot in 2021.</p>
<p>&#8220;The BHA can confirm that the Ashley Barnes listed as an excluded person on our website is the professional footballer Ashley Barnes,&#8221; a BHA spokesperson told the <em>Daily Mirror</em>. &#8220;Mr Barnes has been excluded due to a failure to cooperate with a BHA investigation. As that investigation is ongoing, the BHA will make no further comment.&#8221;</p>

										<content:encoded><![CDATA[<p>Marco Ghiani, the champion apprentice in the UK in 2021, has been handed a 34-day ban by the British Horseracing Authority (BHA)'s Whip Review Committee.</p>
<p>Ghiani broke the whip rules for the fifth time in the last six months. A total of nine days of his ban have been deferred for a period of six months, and he will also need to complete a two-day training course. The rider already has a win at Royal Ascot to his credit with Real World (Ire) (Dark Angel {Ire}), and is also a group-winning rider. Previously suspended for six months due to a cocaine positive, the rider was aboard group winners Mill Stream (Ire) (<a href="https://coolmore.com/farms/ireland/stallions/gleneagles" class="horse-link">Gleneagles</a> {Ire}) in the G3 Prix de Meautry and Roberto Escobarr (Ire) (Galileo {Ire}) in the G3 Italian St Leger.</p>
<p>Also receiving a lengthy ban is apprentice Tommie Jakes, who has to serve a 24-day ban. Eight of his days have been deferred for six months, and he too, will need to complete a two-day training course.</p>

										<content:encoded><![CDATA[<p>A new equine anti-doping and medication control initiative was announced by the British Horseracing Authority (BHA) and the Irish Horseracing Regulatory Board (IHRB) on Thursday. The initiative underpins their commitment to the regulation of medicine use and zero tolerance of doping in horse racing on both sides of the Irish Sea.</p>
<p>The IHRB and BHA are now formally conducting joint out-of-competition-testing operations across both jurisdictions. These inspections started this week with almost 250 samples taken from more than 120 horses that are entered for the upcoming Cheltenham Festival in an operation across 14 training premises in Ireland over the last two days.</p>
<p>In Ireland, the organisations will work together and operate under IHRB Standard Operating Procedures, and all samples will be considered as IHRB samples. BHA protocols will be in effect when the BHA and IHRB are working together in the UK, and they will be under BHA jurisdiction. In both instances, there will be transparent exchange of any adverse results or screening findings that arise from these tests, with all samples being tested by LGC Laboratory, one of six laboratories worldwide which is recognised as a referenced laboratory by the International Federation of Horseracing Authorities (IFHA).</p>
<p>Dr Lynn Hillyer, chief veterinary officer for the IHRB, said, &#8220;The IHRB Strategy 2024-2027 commits us to close engagement with international horseracing bodies and benchmarking ourselves against best international practice. This new venture shows stakeholders and the racing public that we collaborate as professionals across both sides of the Irish Sea, sharing best practice and resources and demonstrating equally stringent regulatory processes and standards to the extent that our anti-doping and medication control programmes are interoperable.&#8221;</p>
<p>James Given, director of Equine Regulation, Safety and Welfare, said, &#8220;Not only will our Medication Control and Anti-Doping (MCAD) team have access to more information about visiting horses, but there will be opportunities for our wider team to share ideas and best practice in other areas of our work.&#8221;</p>

										<content:encoded><![CDATA[<p><span>The British Horseracing Authority has welcomed the &#8220;valuable contributions&#8221; made by several ministers in Monday's parliamentary debate into affordability checks.</span></p>
<p><span>It was the first chance for MPs to properly interrogate proposals of the implementation of the supposedly &#8220;frictionless&#8221; checks after 100,000 people signed an e-petition to trigger the debate.</span></p>
<p><span>Matt Hancock, who has Newmarket within his constituency, Connor McGinn, whose St Helens North constituency includes Haydock, and Philip Davies were among MPs to lay out arguments against the checks during the debate at Westminster Hall. The BHA's chief executive Julie Harrington said she was encouraged by the discussions.</span></p>
<p><span>In a statement issued on Tuesday, Harrington said, &#8220;Yesterday's debate on the impact of affordability checks on British racing has shone a light on a hugely important issue for our sport.</span></p>
<p><span>&#8220;It was vital that MPs were given proper parliamentary time to thoroughly interrogate the Government's proposals and we were encouraged by the high turnout for a Westminster Hall debate.</span></p>
<p><span>&#8220;Many MPs made valuable contributions to the debate, and we are sure that Sports Minister Stuart Andrew will have listened with interest to the views expressed.</span></p>
<p><span>&#8220;From MPs of all parties and all sides of the debate, there was a clear recognition of the need for the Government to protect and support British racing when reviewing gambling legislation.</span></p>
<p><span>&#8220;If our sport is to remain a healthy industry, supporting jobs in the rural economy and remaining competitive with our international rivals, we hope that Government will heed this advice.&#8221;</span></p>
<p><span>She added, &#8220;We were encouraged by Minister Andrew ruling out the use of job titles and postcodes in the implementation of enhanced spending checks and confirming that these changes will at least be subject to a genuine pilot.</span></p>
<p><span>&#8220;We will continue to make the case into the heart of Government that the impact of these checks both on our industry and racing bettors needs to be carefully considered and look forward to further discussions on this important issue for British racing with the Gambling Commission and DCMS.&#8221;</span></p>

										<content:encoded><![CDATA[<p>Newsells Park Stud's David Porter-Mackrell was named the Employee of the Year at the 2024 Thoroughbred Industry Employee Awards, sponsored by Godolphin, at Ascot Racecourse on Monday. The gala marked the 20th anniversary of the awards, which was attended by Her Royal Highness The Princess Royal and hosted by ITV Racing's Ed Chamberlin. The event, celebrating the contribution of racing's workforce to British racing, saw a total of £128,500 in prize money handed out across six categories.</p>
<p>With Newsells the last 15 years, head stallion man Porter-Mackrell was nominated by the operation's general manager, Julian Dollar.</p>
<p>&#8220;David is a richly deserving recipient of the Employee of the Year Award and we are all delighted that somebody with such talent and passion has won,&#8221; said Nick Luck, Chair of the judging panel. &#8220;The judges were blown away by David during their interviews with him and were left in no doubt that he is an exceptional horseman with a gift for ensuring the stallions at Newsells Park Stud are in the best condition possible, both physically and mentally.&#8221;</p>
<p>He added, &#8220;It is also wonderful to see a member of stud staff win the top prize this evening. Our breeding industry is vital to the overall success of the sport we love and I hope that David's success will encourage more studs to nominate their employees for the 2025 awards.&#8221;</p>
<p>Joe Saumarez Smith, Chair of the British Horseracing Authority, commented, &#8220;This evening's ceremony was a wonderful occasion, made all the more special by the presence of Her Royal Highness The Princess Royal. I am sure she, like I, greatly enjoyed the privilege of spending time with those who do such wonderful work to ensure that thoroughbreds in Britain receive world-class care and attention and I would like to take the opportunity to thank them all.&#8221;</p>
<p>As a result of his win, Porter-Mackrell took home £10,000 of prize money, plus an additional £10,000 which will be shared among his colleagues at Newsells Park Stud. Earlier in the ceremony, Porter-Mackrell also won the Stud Staff Award, which itself carried a £5,000 prize along with a £5,000 for his colleagues.</p>
<p>The awards were organised by the British Horseracing Authority, in conjunction with media partners Racing Post and Racing TV.</p>

										<content:encoded><![CDATA[<p>After <a href="https://www.thoroughbreddailynews.com/former-trainer-milton-harris-to-appeal-bhas-ruling/">appealing the British Horseracing Authority (BHA)'s ruling</a> regarding his licence last week, former trainer Milton Harris has now withdrawn that appeal, the BHA confirmed on Wednesday.</p>
<p>Harris had his <a href="https://www.thoroughbreddailynews.com/milton-harris-has-training-licence-withdrawn/">licence suspended in November and withdrawn in January</a> by the BHA's Licensing Committee. The agency ruled he was not a &#8220;fit and proper person&#8221; to hold a training licence.</p>
<p>Regarding the BHA's concerns, the Licensing Committee said, they surrounded &#8220;the nature and extent of MH's admitted breaches of the conditions which already exist on his licence, which were imposed in 2018 and MH's failure to be candid in his dealings with the BHA in respect of those breaches, particularly when the BHA was seeking to provide opportunities for MH to remedy those breaches&#8221;, &#8220;misconduct in his dealings with others, including fellow licence holder Mr Simon Earle&#8221; and &#8220;in respect of safeguarding arising out of MH's conduct with young persons employed at his racing yard&#8221;.</p>
<p>Harris began training in 2001 but ceased training from 2011 to 2018 due to financial issues.</p>

										<content:encoded><![CDATA[<p>Former trainer Milton Harris, <a href="https://www.thoroughbreddailynews.com/milton-harris-has-training-licence-withdrawn/">whose licence was suspended in November and withdrawn in January</a>, will appeal the decision of the British Horseracing Authority's Licensing Committee, a BHA spokesperson confirmed on Wednesday evening.</p>
<p>The BHA Licensing Committee's verdict stated in January that he was not a &#8220;fit and proper person&#8221; to hold a training licence. Originally, his licence was suspended by the BHA in November pending January's hearing, with the BHA's stance, &#8220;a result of a breach of the conditions on his licence and related matters&#8221;.</p>
<p>A spokesperson for the BHA said on Wednesday, &#8220;The BHA can confirm that Mr. Harris has formally notified the BHA of his intention to appeal against the recent decision of the Licensing Committee. We will provide further details regarding the appeal in due course and will make no further comment at this time.&#8221;</p>
<p>Harris told PA Sport, &#8220;I have appealed. I need to respect the Licensing Committee's decision, which I do, but some of the information they have been given was not correct.&#8221;</p>

										<content:encoded><![CDATA[<p>The British Horseracing Authority (BHA) and Point-to-Point Authority (PPA) have launched a full review of the death of Keagan Kirkby Sunday. A member of the Paul Nicholls team in Ditcheat, the 25-year-old was riding at a meeting at Charing in Kent when his horse ran through the wing of a fence in the final race of the day.</p>
<p>&#8220;The necessary steps in response to this tragic incident commenced immediately after the race on Sunday and have continued [Monday],&#8221; stated a joint-statement from the BHA and PPA. &#8220;The BHA are visiting the site and will work with the PPA, the racecourse and attending medical teams to ensure that the incident is fully reviewed. All of the relevant bodies will also assist the police and/or Environmental Health Officer with any enquiries they wish to make.&#8221;</p>
<p>The statement continued, &#8220;The medical facilities and teams at Charing racecourse on Sunday were fully compliant with the required standards and included two racecourse doctors and three fully equipped ambulances with paramedic crews.&#8221;</p>
<p>&#8220;The medical team attended Mr. Kirkby within 30 seconds of his fall. Further support was provided by 999 road and air ambulances. Despite the immediate medical attention, the injuries were of such an extent that it was not possible to save Mr. Kirkby's life. It is important that, with any incident such as this, we do all that we can to understand what caused it, and whether there is anything we can learn from it.&#8221;</p>
<p>&#8220;There is a risk attached to racing which can never be entirely removed, but we are committed to ensure that we assess every incident and use any findings to help continually improve our safety record.&#8221;</p>
<p>&#8220;Our thoughts remain with Keagan Kirkby's family and his many friends and colleagues from within the racing industry and beyond. The Injured Jockeys Fund (IJF) are coordinating support for the Kirkby family, his places of work and any staff member or participant at the event.&#8221;</p>

										<content:encoded><![CDATA[<p>Milton Harris has been ruled not to be a &#8220;fit and proper person&#8221; to hold a trainer's licence in written reasons issued by the British Horseracing Authority's Licensing Committee.</p>
<p>The Warminster handler was found to be in multiple breaches of his licence conditions, with the BHA citing his &#8220;misconduct in his dealings with others, including fellow licence holder Mr Simon Earle&#8221; and &#8220;concerns in respect of safeguarding arising out of MH's conduct with young persons employed at his racing yard&#8221;.</p>
<p>Harris, who had an enforced absence from the training ranks between 2011 and 2018 due to financial issues, also admitted to being in breach of conditions which were imposed on his licence upon his return. Harris reportedly failed &#8220;to be candid in his dealings with the BHA in respect of those breaches, particularly when the BHA was seeking to provide opportunities for MH to remedy those breaches&#8221;.</p>
<p>In the wake of the ruling, BHA director of integrity and regulatory operations, Tim Naylor said, &#8220;Racing is a sport that works hard to provide a safe and welcoming space for all and the ruling of the Licensing Committee in this case sends a clear message that those in positions of authority in our industry must act in a way that upholds these values.</p>
<p>&#8220;We are grateful to the committee for their time in considering this matter and also to those who came forward to share their experiences of Mr Harris and gave evidence at the hearing.</p>
<p>&#8220;Some of the details in the Licensing Committee's decision make for extremely uncomfortable reading. Mr Harris's behaviour over a prolonged period of time fell a long way short of what we expect of a licensed person and, as the committee found, would cause damage to racing's reputation if allowed to continue without repercussion.</p>
<p>&#8220;We are, therefore, pleased with the panel's finding that Mr Harris is not a fit and proper person to hold a licence.</p>
<p>&#8220;As is clear from the decision, the BHA's concerns ranged across a number of very serious issues. One of these concerns related to safeguarding. The BHA takes its safeguarding responsibilities extremely seriously and, as demonstrated by its bringing this case before the Licensing Committee, will do everything within its powers to ensure that those working in our sport do so in an environment befitting what should rightly be expected by them and, in the case of young people, their parents or guardians upon taking a job in the sport.</p>
<p>&#8220;The BHA recently published an updated Safeguarding and Human Welfare Strategy, which built on our existing policies and seeks to protect and promote the safety and wellbeing of everyone involved in the sport.</p>
<p>&#8220;As always, we would encourage anybody who feels they have been subjected to or witnessed inappropriate behaviour in our sport to contact us. The BHA's Code of Conduct clearly establishes the standards that everyone involved in racing is expected to uphold and we will never turn a blind eye to concerns raised about conduct which may fall below these standards.&#8221;</p>
<p>Harris described himself as &#8220;disappointed&#8221; by the verdict, with a further response planned in the coming days.</p>
<p>&#8220;I've just seen the decision of the committee and I'm obviously disappointed,&#8221; said Harris. &#8220;My immediate priority is to look after the horses, owners and long-serving staff here and in the immediate that will be my sole focus. I will make a statement [on the decision] in a few days' time.&#8221;</p>
