“We had a very solid start to the 2023 yearling sales marketplace,” said Fasig-Tipton President Boyd Browning. “I think we all recognized that we were coming off a euphoric 2022 yearling marketplace that saw pretty significant increases across the board from July all the way to October. I think we got a little bit of a reality adjustment here and I think we saw that coming in the 2-year-old marketplace this year. But it's still a very healthy marketplace.”

A total of 207 yearlings sold Tuesday for a gross of $20,507,000. The average of $99,068 declined 14% from last year's figure of $115,151–which was the second highest in sale's history; and the median fell 14.4% to $77,000–down from last year's record-tying figure of $90,000

“The average declined a little bit from last year and the median decreased from last year and the RNA rate was slightly up,” Browning said. “But the buyers were complaining they couldn't buy what they wanted to buy and they had to pay too much for the ones that they bought. The sellers were saying it was hard to get their horses sold and they wished they could have gotten more money. So that means it's a pretty fair and balanced marketplace.”

The buy-back rate, which was 23.8% last year, rose to 31.9% Tuesday.

“What has traditionally impacted our RNA rate over the last 10 years [at the July sale] is that sellers have another option,” Browning said. “We have a really strong marketplace in October, three months down the road, so they can be a little more bullish sometimes in setting their reserves in July. Which might create a little higher RNA rate, but all in all, I thought it was a fair market.”

While 32 yearlings sold for $200,000 or more at the 2022 July sale, only 21 hit that mark in 2023.

The Lieblongs made the highest purchase of the July sale, going to $475,000 to acquire a filly by Authentic from the Taylor Made Sales Agency consignment. Taylor Made sold the filly on behalf of her breeder, Spendthrift Farm, which stands the 2020 GI Kentucky Derby winner.

Among the other first-crop sires near the top of the results sheets, a filly by Three Chimneys' Volatile sold for $285,000 to Ken McPeek. Gainesway's McKinzie and Spun to Run, as well as Spendthrift's Thousand Words and Vekoma all had yearlings sell for $200,000 or more.

Authentic Filly Sets Off July Fireworks

A filly from the first crop of GI Kentucky Derby winner Authentic (hip 174) lit up the Fasig-Tipton sales ring Tuesday when selling for $475,000 to Alex and Jo Ann Lieblong. The bay filly is out of Scent of Summer (Rock Hard Ten), a half-sister to multiple Grade I winner Paradise Woods (Union Rags). She was consigned by Taylor Made Sales Agency on behalf of her breeder, Spendthrift Farm.

“She just looked like a physical standout, she looked like a 2-year-old,” Lieblong said. “But evidently, everybody else thought so, too. She was from a good consignor and she carried herself well, but I also liked the family.”

Lieblong, who also paid $200,000 for a filly from the first crop of Spun to Run, admitted he liked buying yearlings by freshman sires.

“I like the first-crop sires,” he said. “I figure that's about the last shot you've got. You're not going to get a shot at Good Magic now, but you still have a shot with the first-crop sires.”

Spendthrift purchased Scent of Summer for $350,000 at the 2019 Keeneland January sale.

“That was a filly that we were very proud of,” Spendthrift general manager Ned Toffey said of the yearling. “We really debated on what sale to put her in, where she would make the most sense. And we thought, let's take her out to July and try to make a little bit of a splash. The thought was that she might be good enough for Saratoga, but let's bring her out here and see if we can't be a really big fish in a smaller pond. Since we've made that decision, she's done nothing but improve. It's always interesting on these yearlings, in these last six weeks, they can just come together beautifully for you or fall to pieces. But everything came together really nicely. She showed herself nicely out here and had plenty of interest. And Taylor Made did a great job presenting her out here.”

The mare's 2-year-old colt by Hard Spun sold to trainer Ron Ellis for $325,000 at this year's OBS March sale.

A son of Into Mischief, Authentic won the 2020 GI Kentucky Derby and GI Breeders' Cup Classic and stands at Spendthrift for $60,000. He was the leading first-crop sire of weanlings last season when his first foals averaged $242,692.

“If you are breeding to him, I think a lot of people are getting what you'd expect,” Toffey said. “They are a little bit lighter, racier and leggier version of Into Mischief. That's exactly how I would describe Authentic and I think that's what he seems to be throwing. They have good substance, plenty of leg, good scope. They are really well-balanced and very athletic.”

Good Magic Colt a Score for Three Counties

Aidan and Hannah Jennings continued to add to their pinhooking scores when partnering with Charles Hynes to sell a colt by Good Magic (hip 175) for $370,000 to Travis Boersma's Boardshorts Stables during Tuesday's Fasig-Tipton July sale. The partners had purchased the chestnut colt under the name Three Counties Bloodstock for $49,000 at last year's Keeneland November sale.

“[Hynes] is from Roscommon and myself, I'm from Galway,” Aidan Jennings explained of the name, before looking at his wife and adding, “And Hannah is from…”

Hannah Jennings added with a laugh, “San Diego.”

Aidan Jennings said, “It's just a bit of sport.”

The couple said they went into the weanling sales last year specifically looking to buy a foal by Good Magic.

“We were eager to get one last year, but we got outbid on most of them,” Aidan Jennings said. “He fit the bill.”

The yearling, who was consigned Tuesday by Padraig Campion's Blandford Stud, is out of Scolding (Carpe Diem), who was a $475,000 OBS April purchase in 2019 and was a first-out winner for trainer Steve Asmussen in 2020.

“The dam was very sharp and she was very fast as a breezer as well,” Aidan Jennings said. “She won first time out for Asmussen and was a 'TDN Rising Star.' She looked like anything. Unfortunately, she didn't fulfill that potential, but she had it. This horse kind of looked sharp and we were hoping the stallion would kick on. We were very lucky. We get plenty wrong, so it's good when it works out.”

Hannah Jennings gave her partners credit for picking the colt out last fall.

“I was 39 weeks pregnant, so it was all the boys who bought the horse,” she said. “So all of the credit to them. Padraig got everyone together and figured July would be the right spot for him. He was precocious and the stallion had done well, obviously with Mage winning the Derby.”

Just weeks before they were married in 2021, the Jennings enjoyed a career day in the pinhooking arena. At that year's Keeneland September sale, they sold a Violence colt, who had been purchased for $65,000 for $165,000; a Nyquist colt purchased for $40,000 for $200,000; a colt by Accelerate purchased for $110,000 for $200,000; and a Kantharos colt purchased for $125,000 for $250,000.

Now the couple has even more good mojo in their corner with their newborn daughter.

“She's a good luck charm actually,” Aidan Jennings said. “The first race we took her to, we had a winner and we took her to the first breeze-up and that was great.”

Later in Tuesday's auction, trainer Wesley Ward secured another colt by Good Magic, going to $330,000 to acquire hip 276 from the Cara Bloodstock consignment. Bred by Saintsbury Farms, the yearling is out of Bola de Cristal (Ire) (Galileo {Ire}).

Blame Colt, Volatile Filly Lead McPeek July Haul

Trainer Ken McPeek, perennially a major presence at the Fasig-Tipton July sale, acquired six yearlings Tuesday in Lexington. As agent for Chris Baccari and DWF, McPeek went to $310,000 to purchase a colt by Blame (hip 289) from the Gainesway consignment. Bred by Green Lantern Stables, the bay is out of Barbara Gordon (Commissioner).

McPeek also purchased the auction's second most expensive yearling by a first crop sire when going to $285,000 for a daughter of Three Chimneys' Volatile (hip 235). The gray filly was consigned by Taylor Made Sales Agency. Out of Whisper to Me (Thunder Gulch), she is a half-sister to graded winner Overheard (Macho Uno). She was bred by Craig Singer, who purchased Whisper to Me carrying the foal for $65,000 at the 2021 dispersal of Pin Oak Stud

“I thought she was a real standout as an individual here,” McPeek said of the filly. “I love the stamp that Volatile put on her. She has a half-sister who is a nice stakes horse. And she physically looks like a stakes horse to me, too.”

Of the market at the first yearling sale of the year, McPeek said, “It's been very selective. We only had a dozen horses that we even considered bidding on today. We ended up with six and we have a couple left to bid on. It's been solid. We would have liked to see more horses on my final list, but it's all good. The better ones you had to pay a little bit more for, but that's typical. Overall, we are really pleased.”

First-Crop Sires Kick of July Sale

The Fasig-Tipton July sale, and the yearling sales season, kicked off in Lexington with an offering of some 100 youngsters by first-crop sires. And, while fillies by Authentic and Volatile attracted higher bids outside of the freshman sire showcase, it was Gainesway's McKinzie who was represented by the section's top-priced yearling when GS Inversiones Hipicas paid $260,000 for hip 71, a colt consigned by Denali Stud.

“We've been excited about McKinzie ever since the November sale started,” said Gainesway's Brian Graves. “His book was huge in the first year, the demand for him was huge. The second year, the demand was almost equal to the first year. And then, something that is very uncommon, in his third year, he had 170 mares. And that was based on how good-looking the first crop of foals were in November. He was the second leading freshman sire by average at the sale, just second to Authentic whose stud fee is over twice what his is. It's a good indication that people really liked what they saw. I think it's going to be the same case at the yearling sales, if not better because there are going to be more of them on offer. And what we've seen going around looking at all of them is very encouraging.”

A four-time Grade I winner, McKinzie stands at Gainesway for a fee of $30,000. The stallion had 36 weanlings sell last year for an average of $134,307.

Gainesway's Spun to Run also had a strong showing during the July sale's freshman showcase. The GI Breeders' Cup Dirt Mile winner, who stands for $10,000, had three six-figure yearlings Tuesday. Leading the group was hip 66, a filly consigned by Summerfield and purchased for $200,000 by Alex and Jo Ann Lieblong.

“I haven't honestly seen all of them yet, but I like the way the first ones started,” Graves said of Spun to Run's first crop of yearlings. “He's got all of the credentials. He was a fast horse by a proven horse in Hard Spun. We are hopeful he speaks for himself.”

Trainer Neil Pessin, bidding on behalf of Bob Lothenbach, went to $125,000 to acquire a colt by Spun to Run (hip 26) from the Elite consignment. Pessin also took home another son of a first-crop sire when going to $200,000 to purchase a dark bay colt by Vekoma (hip 174) from the Taylor Made Sales Agency consignment.

“I look for athletic, well-balanced horses with a decent walk,” Pessin said, while admitting the first-crop sire angle was purely a coincidence. “The sires don't mean as much to me. I think it's 70% the dam, 30% the sire. I just look for a good athlete. This is the sale we bought [GISW] Bell's the One out of, so we come here and look quite a bit.”

Of the colt by Vekoma, Pessin said, “He is athletic and not real wide, but he's got a nice butt on him. And he has a good walk. That's what I look for when I come looking for yearlings. We can live with some conformational flaws if they walk through it. It was the same with the Spun to Run colt. He's a nice, good-looking athlete. That's what we go for.”

While some buyers may hope to find a bargain buying yearlings by first-crop sires, Pessin felt he paid plenty for the two colts.

“I feel we overpaid for both,” he said. “We went above what we were planning to spend on both of them. But if we didn't like them, we wouldn't be bidding on them. And so if we go a little over, it's ok. But we don't want to go a lot over.”

Pessin's $200,000 bid for hip 64 led a series of strong results for Spendthrift's Vekoma, who stands for $15,000, and appeared to catch the eye of a number of pinhookers. Ciaran Dunne's Waves Bloodstock partnership purchased hip 33, a colt by the stallion consigned by Taylor Made, for $175,000 and Luis Garcia and Gina Fennell went to $155,000 to acquire hip 98, a colt consigned by Shawhan Place.

“We love Vekoma, but mainly it was the colt's pedigree that we liked,” Garcia said of the yearling whose dam Happy Now (Mr. Greeley) is a half-sister to graded winner Ironicus, among others.

Of Vekoma, Garcia said, “He is by Candy Ride and that horse was great. He had a lot of speed and obviously we are trying to pinhook, so we love that. We loved Vekoma when he was running.”

Spendthrift Farm's Ned Toffey admitted Vekoma's early results in the sales ring were exceeding the operation's expectations.

“Vekoma, with that sire line, they aren't always the most spectacular physicals, so it was a little tricky to know what we were going to get,” Toffey said. “But as soon as those foals started to hit the ground last year, we have just been overwhelmed by the feedback from breeders. And that's carried right on through. I thought it was a very solid group that was out here and I keep hearing about more. So I expect him to have a very, very good sales season.”

Off as the 2-1 favorite on debut, it was an uphill battle from the start for Effortlesslyelgant (f, 2, Liam's Map–County Clare, by Uncle Mo) at Churchill Downs Nov. 23.

“It was kind of what I'd call a nightmare scenario, but that's horse racing,” owner Alex Lieblong said with a laugh.

Off a beat slowly from post three, the $475,000 Keeneland September yearling purchase was on the move and traveling nicely to race in a close seventh as the field of 12 bunched up through an opening quarter in a swift :21.81 for their six-furlong journey.

Forced to steady sharply in traffic nearing the three-eighths pole, Effortlesslyelgant had her work cut out for her with only two rivals beaten as they approached the top of the stretch. Quietly making some progress down the lane, jockey Ricardo Santana, Jr. tipped the gray out into the clear with a furlong remaining and she came blitzing home over the top in a field-best :12 to finish a promising fourth, beaten just 1 1/2 lengths behind fellow firster Neutralize (Runhappy).

Trained by Norm Casse, Effortlesslyelgant received a 66 Beyer Speed Figure for the effort.

“She was a tick slow coming out and then that one filly came over on her,” Lieblong said. “That started the rodeo and it just kept progressing. To be honest, I think at the end, Santana said, 'Well, I'm gonna let her relax and get her somewhat of a good feeling coming out of the race.' He never hit her with the stick–never touched her. It's a tough old game, but she looks like she has some talent.”

Effortlesslyelgant is the first runner that Lieblong has had with Casse. She will spend the winter at Oaklawn Park. The chairman of the Arkansas Racing Commission also recently sent horses to Riley Mott for the first time. The son of Hall of Famer Bill Mott won the first race of his fledgling training career in November.

“It's time to get some of these younger guys a leg up,” Lieblong said. “Because the industry needs 'em.”

Bred in Kentucky by Offshoot Farm LLC, Effortlesslyelgant is the first foal out of the unraced 8-year-old Uncle Mo mare County Clare, a half-sister to the ill-fated MGSW Indyanne (Indian Charlie). Effortlesslyelgant is bred on the same cross as Crazy Beautiful, one of seven graded winners for young sire Liam's Map. Lieblong has enjoyed previous success with the Lane's End stallion via GISW Wicked Whisper (Liam's Map), who sold for $2.9 million to Whisper Hill Farm at last month's Fasig-Tipton November sale.

“We were really tickled with the filly and her family,” Lieblong said of Effortlesslyelgant. “She looked a lot like Indyanne, who Bo Hunt had also purchased. I like Liam's Map–he can get you a good horse.”

The 'Second Chances' honor roll is headed by two-time Breeders' Cup winner and new Ashford Stud stallion Golden Pal (Uncle Mo), GI Runhappy Santa Anita Derby winner and Lane's End stallion Honor A. P. (Honor Code), GI Breeders' Cup Dirt Mile winner Cody's Wish (Curlin) and MGISW and 'TDN Rising Star' Paradise Woods (Union Rags).

This term's GI Carter H. winner and new Darley stallion Speaker's Corner (Street Sense), GI Preakness S. third-place finisher Creative Minister (Creative Cause), Curlin S. winner and 'TDN Rising Star' Artorius (Arrogate) and Cinema S. winner and GII Del Mar Derby third War At Sea (War Front) have also been featured in the series.

Other standouts include: GSW Moonlight d'Oro (Medaglia d'Oro), GSW & MGISP Spielberg (Union Rags), GSW Backyard Heaven (Tizway), MSW and 'TDN Rising Star' Gidu (Ire) (Frankel {GB}); and GISP A Mo Reay (Uncle Mo).

Favorite Outlaw (c, 3, Maclean's Music–Coco Belle, by Storm Boot) earned a 95 Beyer Speed Figure–the highest rating of any sophomore so far this season–after airing at second asking by 3 1/2 lengths for Hall of Famer Steve Asmussen going six furlongs Jan. 29 (video).

“We're very pleased,” said Alex Lieblong, who heads his own investment firm in Little Rock and is also chairman of the Arkansas Racing Commission. “That's what you want to see.”

Chasing from second through a sharp opening quarter in :21.81, Favorite Outlaw turned up the heat on the far turn and blasted for home once switching over in the stretch to win with authority while stopping the timer in 1:10.68. The 4-year-old Bob's Edge (Competitive Edge) covered the same distance in 1:10.50 three races later on the card while capturing the King Cotton S. Favorite Outlaw previously just got nipped by a nose after leading in the stretch on debut from the tricky one post at the same distance in Hot Springs Dec. 31.

“One thing I've learned about Steve, it doesn't take him long to decide if one is a sprinter or a router,” Lieblong said. “He wanted to nominate him for the Triple Crown and I said, 'OK, go ahead. If you think you could get him around two turns, it's going to get interesting.'”

Lieblong continued, “If you look at him, the thing that gets me, he's still such a baby. You think he'd be muscled up a little bit more, but he's not yet. He's a nice nice-looking horse, just not as defined as you would've thought by now, which is fine. Steve is doing a good job not pushing on him and just letting him do his thing. After we bought him, he spent part of the summer back down in Ocala at Bo Hunt's just to let him grow up a little bit.”

Favorite Outlaw brought $350,000 from the Lieblongs at the Fasig-Tipton Midlantic 2-year-old sale [breezed an eighth in :10], the fourth-most expensive of 24 juveniles to change hands by Maclean's Music in the ring last year. In addition to training the exceptionally fast Maclean's Music during his abbreviated racing career, Asmussen also campaigns the Hill 'n' Dale stallion's three-time Grade I winner Jackie's Warrior.

“Of course, it wasn't hard to talk Steve into a Maclean's Music,” Lieblong said with a laugh. “If you watch his [breeze] video, he didn't go in a straight line and bear down and he still had a quick time. If he ran straight, it would've been a lot quicker.”

Bred in Kentucky by Hill 'n' Dale Equine Holdings, Inc, Favorite Outlaw, an Apr. 26 foal, previously brought $12,000 as a KEENOV weanling and also RNA'd for $14,000 as a KEESEP yearling. Produced by the speedy Storm Boot mare Coco Belle, a three-time stakes winner and graded stakes-placed all around one turn, Favorite Outlaw is a half-brother to SW Cofactor (The Factor) and SP Coco Tiger (Twirling Candy). He is bred on a similar cross as Maclean's Music's GIII Gulfstream Park Sprint S. winner Classic Rock. Coco Belle brought a mere $11,000 from Gary and Mary West advisor Ben Glass at the 2020 KEENOV sale.

“If you look at his pedigree, I guess you'd say it leans toward the sprinting side,” said Lieblong, who has campaigned GISWs such as Embellish the Lace, The Big Beast and Wicked Whisper. “But that's what they said about Cigar and grass, too, so you just don't know.”

Hot and Sultry (f, 3, Speightster–Hot Water, by Medaglia d'Oro) also carried the Lieblongs blue-and-white silks to a razor sharp victory at second asking for Asmussen, swatting away pressure and graduating in front-running fashion by 3 3/4 lengths with an 89 Beyer Speed Figure going six furlongs at Oaklawn Jan. 23 (video). Like the aforementioned Favorite Outlaw, Hot and Sultry was a strong second on debut after drawing the dreaded one hole in the Oaklawn mud Dec. 18.

Bred in Kentucky by Cobalt Investments, LLC, the $475,000 KEESEP yearling purchase was the most expensive of 43 yearlings sold from the second crop of Speightster, who was relocated to Ontario for the 2022 breeding season. Out of the unraced Medaglia d'Oro mare Hot Water, Hot and Sultry is a half-sister to SW & GSP Tracksmith (Street Sense) and SP Tortuga (Bodemeister). Hot and Sultry's third dam is GISW and champion 3-year-old filly Xtra Heat (Dixieland Heat).

“She's just a gorgeous filly,” Lieblong said. “It was hard to hide her at the sale. Paying that much for a Speightster was probably not advisable, but just on her appearance and coming from a good consignor [Bluewater Sales], that marked all the boxes for us. We have always thought a lot of her.”

Looking ahead with his pair of promising 3-year-olds, Lieblong concluded, “Those two races [for Favorite Outlaw and Hot and Sultry] were pretty similar in a lot of ways. They both did it the way you want to and both came out of it good. We're tickled pink.”

“We are excited to have James Lages as the state steward of Arkansas,” Arkansas Racing Commission chairman Alex Lieblong said. “He brings a wealth of experience to the position, including having the insight only a former rider could have. His knowledge will be invaluable as we continue to work with Oaklawn to make Arkansas one of the strongest racing jurisdictions in the country.”

Lages is currently serving as state steward at Indiana Grand. He has also held the state steward position at Gulfstream Park, Pompano-Isle Casino, Colonial Downs, Monmouth Park, Delaware Park, Calder Racecourse and Fairmount Park. Lages began his career in racing as a multiple-stakes winning jockey and has held various positions as a racing official, including Patrol Judge, Paddock Judge and Claims Clerk. He was the Clerk of Scales at Monmouth Park for 11 seasons.

“I'm excited, it's an honor to be appointed State Steward of Arkansas,” Lages said. “Oaklawn has a rich racing history, great horsemen and a great future. I've already had a really warm welcome. I'm looking forward to the meet.”

Oaklawn has named longtime steward Rick Brasher as association steward for the upcoming live meet.

“Oaklawn is very happy to have Rick Brasher as our association steward,” vice president of racing Jason Milligan said. “He has a lot of experience, comes highly recommended and is well-respected by many of our horsemen that have worked with him at other tracks. As a former trainer, he brings a lot of valuable knowledge to the stewards' stand.”

Brasher, a Texas native, is currently a state steward in Oklahoma, working primarily at Will Rogers Downs, where he is chief steward, and Fair Meadows. He has also been a state steward in Texas, working at Sam Houston, Retama and Lone Star Park, in Louisiana at Evangeline Downs and in Wyoming at Wyoming Downs. He has been an association steward at Fair Grounds. Prior to his 20-year career as a steward, he was a trainer and worked as a starter at Retama.

“It's just an honor to work at Oaklawn,” Brasher said. “I'm really looking forward to it. When I was a trainer, it was always my favorite place to race. I have a lot of fond memories there and I'm looking forward to getting back to Hot Springs.”

Louis Lee Cyphers, 66, of Hot Springs passed away on September 5, 2021 with his wife and children at his bedside following a ruptured brain aneurysm on August 3. He was born on August 22, 1955 in El Dorado, AR to the late Peggy and CD Cyphers.

His many accomplishments began with graduating from El Dorado High School in 1973. He then went on to attend Hendrix College finishing with a bachelor's degree in Biology in 1977. Before deciding to attend veterinarian school, he took a few years off to farm tomatoes and soy beans with his dear brother Andy. He graduated from Louisiana State University with a Doctorate of Veterinary Medicine in 1985. He and his first wife Viki (a fellow classmate) married after graduation and moved to Hot Springs. They opened Cyphers Veterinary Hospital together in 1987 at 111 Temperance Hill Road, which they owned and operated until selling the practice in 2011 (now known as Temperance Hill Animal Hospital). Shortly after moving to Hot Springs, Lee began his long tenure with Oaklawn serving as the track veterinarian from 1990 until he died. He loved this job and all of the friends he made there, the best of which was his wife Kristi. They shared a wonderful life together for over 20 years.

Lee enjoyed all things outdoors, especially camping and bass fishing on Lake DeGray with his family and friends. Lee and Kristi loved camping at Lake DeGray so much that they would regularly stay the maximum allowed 2 weeks per month. He loved to fry fish and deer steak for his crowd and was always the life of any party.

He is preceded in death by his parents and two brothers Steve and Chuck Cyphers.

Survivors include his wife and best friend Kristi; children, Morgan Lee (Summer) Cyphers, Margaret “Meggy” Beatrice (Joseph) Boone, the mother of his children, Viki Cyphers, and Scotty (Grace) Casteel; grandchildren, Noah and Emmie Casteel; siblings, Kay (Andy) Cyphers Garison, Andy Cyphers, and Dan (Amy) Cyphers, DDS, and extended family and many friends.

Memorial services will be announced at a later date.

Probable post time for the Pippin, the eighth of nine races, is 4:47 p.m. (Central). First post for the second of 57 scheduled race days is 1 p.m. (Central).

Wicked Whisper is the slight 3-1 program favorite for the Pippin, which drew a field of 12 and is Oaklawn's first of three preps for the $1 million Apple Blossom Handicap (G1) April 17. The series continues with the $250,000 Bayakoa Stakes (G3) Feb. 15 and the $350,000 Azeri Stakes (G2) March 13.

Wicked Whisper was among the country's top 2-year-old fillies of 2019 for Hall of Fame trainer Steve Asmussen and owners Alex and JoAnn Lieblong of Conway, Ark. She was a front-running 6 ¼-length winner of her career debut at Saratoga and a front-running 2 ¾-length winner of her next start, the $400,000 Frizette Stakes (G1), at Belmont Park. Wicked Whisper's unbeaten record and hopes for an Eclipse Award crashed with a fifth-place finish in the $2 million Breeders' Cup Juvenile Fillies (G1) at Santa Anita, a 1 1/16-mile race that marked her two-turn debut.

Sandwiched around minor injury (splint bone) and minor illness, Wicked Wisper captured 1 of 4 starts last year and was withdrawn from Fasig-Tipton's November Sale (Nov. 8) – she was entered as a racing or broodmare prospect – to get another shot for the same racing team in 2021.

“Not really,” Alex Lieblong said, when asked if he seriously considered retiring Wicked Whisper. “He (Asmussen) knew to raise his hand at any point where he thought we should and he didn't. She had a real busy period there for a while, so we thought, 'OK, let's back off her for a while and see what can shape up at Oaklawn.' We did have her in the November Sale, just in case something did show up physically with her during that time. Nothing ever showed up physically, so that gave us a little bit of time for, hopefully, Steve to work his magic and stretch her out.”

Wicked Whisper's final two starts last year were at 6 furlongs. She won the $150,000 Miss Preakness Stakes (G3) Oct. 3 at Pimlico and finished an even fifth in the $125,000 Fort Springs Stakes Nov. 7 at Keeneland. Wicked Whisper had been scheduled to make her 3-year-old debut in the $300,000 Honeybee Stakes (G3) last March at Oaklawn, but spiked a fever approximately a week before the race, Lieblong said, and her first start didn't come until early July.

“You just couldn't make it up,” said Lieblong, chairman of the Arkansas Racing Commission. “But one thing I've learned in this business is it's got several ways to bite you.”

Wicked Whisper has had five published workouts at Oaklawn since Dec. 20 in advance of her 4-year-old debut. From the first crop of Grade 1 winner Liam's Map, Wicked Whisper was purchased for $500,000 at the 2018 Keeneland September Yearling Sale. Wicked Whisper is a half-sister to Grade 2 winner Point of Honor, who finished third in the $600,000 Apple Blossom Handicap (G1) for older fillies and mares last year at Oaklawn. The Lieblongs were Oaklawn's third-leading owners in 2020.

The 7-2 second choice in the program is Istan Council, who is seeking her first career stakes victory. Istan Council was a 2019 allowance winner at Oaklawn, finished third in the $100,000 Groupie Doll Stakes Aug. 9 at Ellis Park and endured a brutal trip finishing second, beaten a head, in the $75,000 She's All In Stakes at a mile and 70 yards Dec. 18 at Remington Park. Daily Racing Form short comments from Istan Council's past performance running line for the She's All In said the 5-year-old mare lacked room until late, “best.”

“I thought it was one of the very few times you see in the Racing Form where the horse that ran second was much the best,” Jones said.

Other contenders include the Brad Cox-trained duo of Vault and Getridofwhatailesu and Our Super Freak. All are 6-1 in the program. Vault ran sixth in the $263,000 Molly Pitcher Stakes (G3) July 18 at Monmouth Park in her last start. Getridofwhatailesu, unraced since last March, has never run in a stakes race, but has won two of her last three starts. Our Super Freak ran second in last year's Molly Pitcher for trainer Cherie DeVaux, a former assistant to four-time Eclipse Award-winning trainer Chad Brown. DeVaux has never started a horse at Oaklawn.

The projected Pippin field from the rail out: Vault, Florent Geroux to ride, 115 pounds, 6-1; Figure It Out, Francisco Arrieta, 119, 12-1; Getridofwhatailesu, Joe Rocco Jr., 119, 6-1; Sara Sea, Fernando De La Cruz, 115, 30-1; Chance to Shine, Ken Tohill, 115, 10-1; Istan Council, Joe Talamo, 115, 7-2; Wicked Whisper, Ricardo Santana Jr., 122, 3-1; Blessed Again, Terry Thompson, 119, 30-1; Regal Beauty, Martin Garcia, 115, 8-1; His Glory, David Cabrera, 117, 12-1; Graysonsmacho Gal, Ramon Vazquez, 115, 15-1; and Our Super Freak, David Cohen, 115, 6-1.

Jones won last year's Pippin with the recently retired Whoa Nellie.

“We began working on these measures last spring,” said Oaklawn President Louis Cella. “We hosted a series of roundtable meetings with horsemen, regulators, racing officials, and our own management team where we asked a simple question: ‘What can we do to enhance the safety and integrity of our program?'”

The rule changes are currently making their way through the regulatory approval process in Arkansas and are expected to be finalized in advance of the start of the 2021 racing season Jan. 22.

“We could not have accomplished all of this without the strong partnership we have with our Racing Commission and our horsemen,” Cella said. “When it comes to integrity and safety, we are united.”

Some of the proposed rule or policy changes include:

• The use of Clenbuterol or any other beta2-agonist will not be allowed within 60 days prior to a race at Oaklawn, confirmed for the first time through hair testing.
• The maximum dosage of Lasix that can be administered has been reduced by 50% without specific approval of the State Veterinarian. Lasix is also prohibited in any 3-year-old stakes that awards points towards eligibility in the GI Kentucky Derby (Smarty Jones, GII Southwest S., GII Rebel S., and GI Arkansas Derby) and GI Kentucky Oaks (Martha Washington, GIII Honeybee S., and GIII Fantasy S.)
• The use of extracorporeal shock wave therapy, radial pulse wave therapy or similar treatments will not be allowed within 30 days of a race. Also, shock wave equipment will not be allowed on Oaklawn’s grounds at any time.
• Trainer and veterinarian records must be made available upon request for review by the pre-race exam veterinarians.
• The only riding crops allowed during races will be the 360 Gentle Touch (360 GT), Pro-Cush or other similar riding crops approved by the stewards.
• Off-track training facilities in Arkansas will be asked to agree to abide by rules similar to rules that apply on-track.
• Horses will be required to be on the grounds at least 72 hours before races unless approved for late arrival. To facilitate this, entries will be scheduled at least four days prior to a race.

“Our racing program has become one of the elite racing programs in America with a projected average daily purse distribution of $700,000 a day in 2021,” he added. “In addition, we are close to completing a $100-million expansion project that will elevate the program even further. So, the time for safety and integrity enhancements is now.”

One of the individuals who worked closely with Oaklawn and horsemen in the development of these measures was Alex Lieblong, Chairman of the Arkansas Racing Commission. A horse owner himself, Lieblong said, “I applaud Oaklawn for taking these forward-thinking steps that will help solidify Oaklawn’s status as one of the premier racing destinations in the country. They have the full support of the Racing Commission.”

Another key participant, Bill Walmsley, president of the Arkansas HBPA, added, “We began these meetings in early 2020 and continued working through the summer and into the fall. While we do not endorse every change, we do not object to any of these changes. Overall, it has been a true partnership effort, and it demonstrates why Oaklawn, the Arkansas HBPA and the Arkansas Racing Commission enjoy what I believe is the strongest working relationship in the industry.”

Oaklawn’s 2021 season runs from Friday, Jan. 22 through Saturday, May 1. Stall applications are now available on www.oaklawn.com and are due Nov. 5.

The 35th running of the six-furlong Miss Preakness for 3-year-old fillies is part of a Preakness Day program of 12 stakes races, seven graded, worth $2.7 million in purses featuring the $1 million Preakness (G1) for 3-year-olds and $250,000 Black-Eyed Susan (G2) for 3-year-old fillies.

A $500,000 yearling purchase in September 2018, Wicked Whisper debuted last August at Saratoga with a popular front-running 6 ¼-length triumph. She was stepped right into stakes company by Hall of Fame trainer Steve Asmussen and captured the one-mile Frizette (G1) in similar fashion at Belmont Park.

From there, Wicked Whisper ran fifth after pressing the pace in the Breeders' Cup Juvenile Fillies (G1), exiting the race with a minor leg issue. She didn't kick off her 3-year-old season until June 10, fading to be fourth behind Four Graces in the seven-furlong Beaumont (G3) at Keeneland.

“She's done well [but] she's had a couple issues. She had [one] out of the Breeders' Cup and we got that one up going and then I'll be darned if she didn't get another one on the other leg,” Alex Lieblong said. “So, we took it slow. When she ran back she ran into a very good filly but I think, knowing Steve, he probably hadn't squeezed on her much with what had happened. She seems to be over that.”

In most recent start Wicked Whisper rallied to be second by a half-length in the seven-furlong Charles Town Oaks (G3), contested around two turns at unique six-furlong track. She has trained forwardly since with Asmussen's string in Saratoga.

“She ran a pretty good race over at Charles Town, especially for being a new experience running at that track. She didn't get the greatest start but almost got there,” Lieblong said. “It showed me that she still wants to play. She seems to be training very well. I haven't heard any moans or groans out of Steve, so that's a good thing.”

Joe Bravo has the mount on Wicked Whisper from Post 2. Asmussen won the Miss Preakness with Heart Ashley in 2009 and Vertical Oak in 2017.

“I don't have any excuses. It looks like there's plenty of pace in the race, but pace has never really been her problem,” Lieblong said. “Charles Town, I think, tightened her up the right way. It'll be what it is. She shouldn't have any excuses at this point.”

Nearly half the Miss Preakness field comes from Laurel Park-based trainer Claudio Gonzalez, Maryland's champion trainer three years running who entered Charles Town Oaks winner Fly On Angel, Beyond the Wire winner Princess Cadey and multiple stakes-placed Ankle Monitor.

Gonzalez claimed Fly On Angel for $50,000 in August on behalf of owner Joseph Besecker, and the Palace Malice filly immediately paid dividends with her gate-to-wire triumph in the Oaks. It was the fourth win from nine career starts for Fly On Angel, who posted splits of 22.81 and 46.25 seconds.

“She looks like she likes to go in front, so that's why I told the jockey that day to make sure she was in front,” Gonzalez said. “She's fast. She went out front and she held on. She went fast for the first half of a mile and she held it. I think the six furlongs is only going to help her.”

Angel Cruz gets the call on Fly On Angel from Post 3.

Gonzalez considered running Magic Stable's Princess Cadey in Saturday's $100,000 Hilltop, contested at one mile over the Pimlico turf, but opted to stay on dirt with the Dialed In filly who was third in the Oaks just a nose behind Wicked Whisper. Princess Cadey was second in the Wide Country that preceded her Beyond the Wire win, both coming before live racing was paused for 2 ½ months in Maryland amid the coronavirus pandemic. She is winless in four tries since racing returned, finishing sixth in the about 1 1/16-mile Weber City Miss Sept. 7 at Laurel.

Princess Cadey is another Gonzalez claim, haltered for $16,000 last December. She is twice Grade 3-placed in the Charles Town and July 4 Delaware Oaks, where she was beaten less than two lengths by Black-Eyed Susan contender Project Whiskey. Weston Hamilton has the riding assignment from outside Post 7.

“When I claimed her she had run better on grass than on dirt,” Gonzalez said. “After we came back from the break, she didn't break that sharp in all her races. In the Delaware Oaks, I believe if we break good we could win the race. Then at Charles Town, if we break good we can win the race. She lost only a half-length in that race. We've been working with her to break a little better and if we can get a good position, I think we can make it.”

Magic Stable also owns Ankle Monitor, fourth in each of her past two starts, the Charles Town Oaks and Weber City Miss, beaten 5 ½ lengths combined. She has never run at six furlongs but owns wins at five and seven furlongs and one mile, and will be ridden by Victor Carrasco from Post 6.

e Five Thoroughbred Racing's Sound Machine will be making her second straight start against graded company, having run fifth to Frank's Rockette in the six-furlong Prioress (G2) Sept. 5 at Saratoga, her first race in more than six months. Another $500,000 yearling out of the September 2018 sale, the Into Mischief filly won the 6 ½-furlong Glitter Woman Jan. 4 and was second in the six-furlong Any Limit and House Party, all at Gulfstream Park.

“Her first race back off a layoff was a tough place to start her back, but we had to get her started. I thought she ran credibly behind some nice horses,” trainer Saffie Joseph Jr. said. “This spot is not going to be easy but it's going to be probably a little easier than the last spot. She's going to ship [Tuesday] from Gulfstream and hopefully she runs her race. I think she goes in with a nice chance.”

Mundaye Call, track record-setting winner of the seven-furlong Audubon Oaks Aug. 9 at Ellis Park, and Ain't No Elmers are also entered.
